J Avenue Construction Updates – Charter Township of Oshtemo

September 26, 2017

  • Balkema and the City of Kalamazoo will be on site continuing to test the new water main.
  • Balkema will also have a crew on site preparing driveways for paving and will continue working on property restoration.
  • SWT has completed the installation of service leads within Maple Hill Estates and are working their way south on 2nd Street. Once they have completed the south end of 2nd Street, SWT will then move back to J Ave.
  • SWT will only be installing service leads to the homes at this time. Installation from the service lead to the homes will be scheduled at a later date.

Updates from the Construction Observer: There has been some question about the remaining stumps. Handley Tree Service will be onsite within the next week to remove the remaining stumps.  As the project continues to move forward SWT, Balkema and Handley Tree Service will be working in different locations along the shoulder of the road.  With the work that is being performed one of the lanes may become blocked for a short period of time. The crews will have a flagger directing traffic during these short delays.

Updates from the Engineer: There has been some confusion on what will be completed September 2017.  Water services from the main to the property line will have been installed and tested by this month, connections to homes will follow. Completion date for home connections, October 2017.

  • Tim Richards from Golder Associates will contact the resident – to schedule/coordinate the connections from the property lead to residents home.

September 19, 2017

  • Balkema and the City of Kalamazoo will be on site continuing to testing the new water main.

  • SWT started the installation of property leads.  They began on J Ave and then moved into Maple Hill Estates.
  • SWT will be installing the leads to the homes at this time. Service to the homes will be scheduled at a later date.

September 5, 2017

Maple Hill Estates Water Main Extension

  • Balkema will be on site working on road repairs and restoration.
  • The City of Kalamazoo will also be on site, working with Balkema to flush out the new water main and take samples of the water. Once this process is complete, SWT and the City of Kalamazoo will be onsite to being connecting homes to the new water main.
  • Traffic Control: All roads will be open during the repair and restoration process. Be advised that during this time, there will be construction vehicles moving throughout the area dropping off materials. There will also be flaggers directing traffic as the crew repairs certain areas of the road.

August 28, 2017

Maple Hill Estates Water Main Extension

  • Pipe installation under M43 has been completed.
  • The City of Kalamazoo will be on site Monday morning, they will be working on the south side of M43.
  • Balkema will be working on the north side of M43, installing the rest of the water main near the new transfer station.
  • Balkema and the City of Kalamazoo will be on site throughout the week flushing and sampling the new water main.

Construction Observer’s Note: There have been some questions about the replacement of sprinkler heads and underground dog fencing. The replacement and or repair of these items will not take place until the installation of service leads has been completed. This is to ensure that said items will not become broken and or damaged again do to further construction on this project.

August 21, 2017

  • Balkema has completed the installation of 12″ water main on the north side of J Avenue and the east side of 2nd Street.
  • Balkema also has completed the installation of 8″ water main thru Maple Hill Estates.
  • Balkema will be opening up the west bound lane of M43 towards the beginning of the week.
  • Traffic delays: 08/21/2017 The west bound lane of M43, west of 2nd Street will be closed for construction.

August 7, 2017

  • Balkema has completed the 12-inch water main installation along J Avenue  and 2nd Street. They are now moving west along the north side of Rosemary.
  • Balkema has completed all road crossing on 2nd Street and will begin the underground crossing at M-43.
  • SWT will be onsite towards the end of the week. They will begin installing service leads to the homes.

From the Engineer: There has been some confusion on what will be completed as of Sept. 15, 2017.  Water services from the main to the property line will be installed and tested by this date, and connections to homes will follow. Completion date for home connections is in mid-October.

July 18, 2017

  • Handley Tree Service will be on site at the beginning of the week to finish tree and stump removals.
  • Balkema Excavating will continue to install 12″ water main along the north side of J Avenue.

Construction Observer’s Note: After a few minor delays on the start date, the project is moving at a very good pace.  At this pace, Balkema should reach the intersection of J Ave. and 2nd St. towards the end of the week.  Balkema will then cross 2nd St. and continue south along the east side of the road. Continue to check the webpage for updates on the road crossing.

July 10, 2017

  • Handley Tree Service will be on site throughout the week. They will continue along the east side of 2nd Street.
  • After a few delay,s Balkema excavating will be onsite this week to begin water main installation. They will start on the Northside of J Avenue near Wickford.

There will be a Construction Observer from Prein&Newhof onsite if anyone has any questions.

9/15/17 – Anticipated Completion Date for Water Service Leads & Restoration

Schedule for 06/26/2017 – 07/01/2017

  • Handley Tree Service will be on site throughout the week. They will continue tree removals along the Northside of J Avenue. Once they have completed J Avenue, the crew will begin removals on the Westside of 2nd Street moving south.
  • Balkema Excavating will be onsite this week to begin water main installation. They will start on the Northside of J Avenue near Wickford.
  • A construction observer from Prein&Newhof will be going door-to-door to talk with homeowners about the project. He will also have information about how to track the projects progress and how to get in touch with someone if you have any comments or concerns.

Dear Residents,

This is a construction update page to keep you informed about the construction progress of Public Water Extension into Maple Hills Estates, North 2nd St and J Avenue.

Road Closures and Access Routes:

Roads within the construction area will be closed to through trafficEmergency vehicles and residents will have access to these roads except when the construction crews have to install the water main under them. Refer to the website for updates as to when these crossings will take place and at which location they will be crossing.  In the areas where the crews are working expect minor delays, all other traffic should use N 5th Street or Vankal Street as an alternate route during this time.

Background:

Maple Hills Estates is a neighborhood west of North 2nd Street that includes Josiane Drive and Rosemary Lane. Oshtemo Township has been proactive with members of the KLA Group in responding to the Michigan Department of Environmental Quality lowering of the State’s safe drinking water limit last fall from 85 ppb to 7.2 ppb for 1,4 diethylene dioxide—a groundwater contaminant associated with the former KL Avenue landfill (see http://westklavelandfill.com).

To assure there would be no harmful exposure to residents, the KLA Group is extending the public water utility. The map shows the entire project area.  Prior to construction completion, residents will be contacted to confirm water connections being offered by the KLA Group for properties within the impacted groundwater aquifer.

Activities Current and Past:

Partial tree removal work occurred during the middle weeks of March 2017.  The Township sped up tree removal to comply with guidelines for the protection of potential summer habitat for the Northern Long-Eared Bat, a threatened species.  US Fish and Wildlife Service guidelines provide that trees can be safely taken down before bat mating and nesting starts.
