Benton Charter Township – Napier Avenue Watermain Project

Progress Update

Project work along the south side of Napier between Plaza Drive and Sorter Ave is substantially complete. Watermain connections and restoration on the north side of Napier at Berrien, Downing, and Leeds Ave intersections have been underway.

Up Next

The final stretch of the project is upon us. Pavement removal along the north side of Napier in the last 300 feet near Pipestone Road will be starting early next week. We anticipate three to four more weeks to finish the project, which includes 300 feet of watermain, water services, concrete and asphalt pavement, and restoration.

Progress Update

Work on site has been focused on surface restoration including gravel base courses for paved areas and topsoil with seeding for lawn areas. Gravel base courses along the south side of Napier are complete and the site is prepared for concrete pavement construction.

Up Next

Concrete work for curbs, drives, and road pavement is scheduled for next week. Watermain connections on the north side of Napier at Berrien and at Downing are also planned for next week.

After the pavement construction on the south side of Napier is complete, traffic can be moved to the south side of the road. This will allow for the last stretch of watermain construction for approximately 300 feet along the north side of Napier west of Pipestone Road.

Progress Update

Water main installation along the south side of Napier Avenue is complete. Water mains crossing Napier at Berrien, Downing, and Leeds are all complete. The installed water mains have been tested and disinfected.

Water service lines to properties along the south side of Napier Avenue have been installed from Plaza Drive to Sorter Avenue. Water services to properties along the north side of Napier have been installed from Plaza Drive to Leeds.

Surface restoration work along the south side of Napier Avenue has begun—gravel base courses for driveways and top soil for lawn areas. Pavement for driveways will be scheduled in the coming weeks.

Up Next

Final water main connections on the north side of Napier at Berrien, Downing, and Leeds are expected as soon as next week. In addition to those connections, there is one remaining stretch of water main to be installed along the north side of Napier from Pipestone to approximately 300 feet west of Pipestone. This last stretch of water main will be under the road in the right hand, westbound traffic lane.

Before installing this last stretch of water main along the north side, we expect the focus for the next week or more will be on surface restoration along the south side of Napier Avenue.

Completion Schedule

Completion of the project is currently anticipated to occur by the end of October.

Progress Update

Watermain installation this week was focused on the 12-inch watermain crossing Napier Ave approximately 300 feet east of Sorter Ave. This is the first of four road crossings in the project. The road crossings will appear to move slower than other parts of the project because of deeper excavation, multiple fittings, and crossing under underground utilities in the road.  The first road crossing has been installed up to the centerline of the road.

Water services to properties along the north side of Napier Ave between Leeds Ave and Plaza Drive have been installed under Napier Ave by directional drilling. Water services to properties along the south side of Napier Ave between Leeds Ave and Plaza Drive are currently in progress.

The new watermain along Napier Ave from Leeds Ave to the crossing east of Sorter was successfully pressure tested today.

Up Next

Flushing and disinfection on the section from Leeds to the crossing east of Sorter are planned to start on Monday. Once the disinfection procedures are completed with successful bacteriological testing results, then water service lines in this section can begin.

Three more road crossings remain to be installed. Once the road crossings are installed to the centerline of the road, traffic can be shifted onto the south side of the road to allow the pipe crossings to be completed.

Progress Update

Watermain installation continued this week. The watermain installation, which first started at Plaza Drive (the west end of the project), has now progressed to about 300 feet east of Sorter Ave. Approximately 2,100 feet of watermain has been installed to date, which is about 65 percent of the total 3,200 feet involved in the project.

In the area between Leeds Ave and Plaza Drive, conduits for water services crossing Napier Ave were installed by directional drilling this week. Three water services have been installed and connected.

Up Next

The crew are preparing the install watermain crossing Napier Ave in four locations. The Napier Ave watermain crossings will each be installed halfway across the road while the current traffic pattern in effect. Once the pavement has been patched and allowed to cure, traffic can be shifted onto the side of the road to allow the pipe crossings to be completed.

Progress Update

Watermain installation continued this week. The watermain installation, which first started at Plaza Drive (the west end of the project), has now progressed to about mid-way between Downing Ave. and Sorter Ave. After five weeks of work on the project, a little over half of the watermain installation is complete.  This is a little slower than anticipated. This week was another challenging week with underground utilities which continue to limit the pace of construction.

The watermain from Plaza Drive to Leeds Ave has been isolated for testing and disinfection. This first section has passed the standard testing procedures and is now ready for connecting water service lines.

Up Next

Water service lines on the first section of the project, between Plaza Drive and Leeds, are scheduled for installation starting next week. Service lines that cross the road will be installed by horizontal directional drilling.

Watermain installation will continue to the east along the south side of Napier Ave until shorty beyond Sorter Ave. The watermain will cross Napier Ave approximately 300 feet past Sorter where the remaining distance to Pipestone will be on the north side of the road.

Progress Update

Watermain installation continued this week. The watermain installation, which first started at Plaza Drive (the west end of the project), has now progressed to Downing Avenue. Approximately 1,400 feet of watermain has been installed to date, which is about 45 percent of the total 3,200 feet involved in the project.

This was another challenging week with underground utilities, including previously unknown water service lines discovered while digging, existing unmapped storm sewers, and a broken sewer line. These discoveries have not resulted in major changes to the project, but they have been limiting the pace of construction.

A first phase of the project, from Plaza Drive to Leeds Avenue, has been isolated for testing and disinfection. This first phase has passed the standard leakage testing and has been through flushing and disinfection process. Bacteriological testing to verify readiness to serve water to the public is underway.

Up Next

The first phase of the project will be ready for connecting water service lines as soon as the bacteriological testing has been completed with passing test results. This may happen by early next week.

Watermain installation will continue to the east along the south side of Napier Avenue until shortly beyond Sorter Avenue. The watermain will cross Napier approximately 300 feet past Sorter where the remaining distance to Pipestone will be on the north side of the road.

Progress Update

This week was the second full week of watermain installation. Watermain installation started at Plaza Drive (the west end of the project) and has now progressed to the Orchards Mall entrance across from Leeds Avenue. Approximately 1,000 feet of watermain has been installed to date, which is about 30% of the total 3,200 feet involved in the project.

There have been some challenges with underground utilities, including previously unknown water service lines discovered while digging and existing storm sewers found in need of repair. So far these discoveries have been resolved with relatively minor adjustments in the work and progress continues.

Up Next

During the next week, watermain installation will continue to the east along the south side of Napier Ave. Watermain installation will be continuing for several more weeks before reaching Pipestone Road (the east end of the project).

Progress Update

This past week was the first full week of watermain installation. Watermain installation started at Plaza Drive (the west end of the project). Watermain installation has progressed to just east of Berrien Avenue, in front of Care Dentistry. Approximately 500 feet of watermain has been installed to date, which is about 15% of the total 3,200 feet involved on the project.

Up Next

During the next week, watermain installation will continue to the east along the south side of Napier Avenue. Watermain installation will be continuing for several more weeks before reaching Pipestone Road (the east end of the project).

Construction Start

Construction on Napier Avenue began this week. Work crews have spent much of the week exposing and verifying numerous underground utilities that are expected to be encountered.

Watermain Construction

The new watermain will be installed along the south side of Napier from Plaza Drive to 300 feet east of Sorter Ave. At that location, the watermain will cross the road and continue along the north side of Napier to Pipestone Road. The project will also include new watermains crossing Napier at Downing, Leeds, and Berrien. Driveway approaches, curbs, and road pavement will be removed and replaced as necessary to install the watermain.

Water Service Connections

Water services are the lines that connect individual properties to the watermain. Most water service lines can be reconnected to the new watermain without any work inside your building. However, if your service line is part of the project and if it contains lead or galvanized pipe material, then it must be replaced all the way into the building. The project team will be working to verify service line materials in the coming months, and you may be contacted for an inspection.

Traffic and Access

Traffic on Napier will be maintained but reduced to a single lane in each direction. The work will progress through multiple stages, and lane closures will be rearranged from time to time. Intersecting streets with alternate access (Sorter, Downing, Whitney, and the entrance to Orchards Mall) will be closed at Napier.

Access to driveways and dead-end streets within the project area will be maintained to the extent possible. When temporary disruption to driveway access cannot be avoided, driveways will be closed during working hours with overnight access restored. Please contact the listed contractor if you have a special need for driveway access accommodations during these periods.

Water Outages

Most properties within a one block radius of the project will experience up to three temporary water outages lasting less than a full day each. The outages are necessary to make connections between the old and new watermains and for replacing water service lines. A member of the project team will attempt to notify affected properties the day before planned water outages.

Mail Service

Mailboxes along Napier will be temporarily removed to allow for excavation and promptly reinstalled to maintain mail service during the project.

Trash Pickup

Normal trash pickup schedules will continue. When construction work hinders access, the contractor will transport trash containers to an accessible location and return them to the property.

Grass Restoration

Grass areas disturbed for construction will be restored with topsoil and hydroseeding containing mixture of grass seed, fertilizer, and mulch. Property owners will be responsible for watering to promote growth of the new grass.
