City of Buchanan - Downtown Reconstruction

Project Information

This project involves sanitary sewer, storm sewer, and water main utility improvements in downtown Buchanan. Funding for the project is through the USDA-Rural Development Fund (everything except Front Street) and MDOT (Front Street).

Construction is scheduled to begin the week of February 24 and anticipated to be completed in Fall 2025.

Access/Traffic:

Access to homes/businesses will change during the project, but it is the contractor’s responsibility to ensure that there is always access to each property during construction. Deep sewer trench work will be required for this project, so access to drives may change daily depending on work being completed. Each property owner will be notified prior to access being changed.

Mail:

Daily Mail/Package deliveries will still be possible during construction and will use same access location as residents. Construction observer (Zac-P&N) will communicate with USPS any changes in access location to each address.

Garbage Pickup:

Trash/recycling services will continue during construction. Construction observer (Zac-P&N) will coordinate with garbage companies on scheduled pickup days each week and ensure access is possible.

Water Service:

During new water service installation, the contractor will need to gain access to each house/building to compete the installation. On average this causes a water shut off of around 2-4 hours per address. During new water main connection there will be a 4-8 hour shutdown per street. These water shut offs will be communicated each property owner at least 48 hours prior to scheduled work.

Work planned for this week (April 14-18)

  • Continue sanitary sewer install on 3rd Street.
  • Begin testing installed water main on Red Bud/Dewey/3rd/Main St. Water services to begin week after water main testing complete.
  • Milling remaining asphalt on Red Bud and Main Street, est. Thur (4/17) and Fri (4/18). Brick removal on Main St. to begin shortly after.

Work Completed this past week (March 31 – April 4)

  • Aerial crossing completed and sanitary sewer pipe installed across McCoy Creek to 3rd Street.
  • Existing 18” sanitary sewer connected to prop. 24” sewer at SNE1.
  • CCTV of 24” sanitary sewer from SNE1 to Prop. Flume completed.
  • Installed (4) Inserta-Valves for Main St/Dewey water main shut off. No water shut offs currently planned.
  • Water main install complete on 3rd Street. Remaining water main  on Main Street (Dewey to Front) planned for Sat (4/5).
  • Sanitary sewer bypass at WWTP complete, old flume no longer in operation (except for septic dumping). All sewer going through new flume as of Thursday (4/3) end of day.
  • 3rd Street closed at aerial crossing on Thursday (4/3). Access to Red Bud Fitness and City hall to use 3rd Street/Red Bud.

Work planned for this week (April 7 – 11)

  • Continue sanitary sewer install on 3rd Street.
  • Contractor to relocate/calibrate flow meter at new flume.
  • Begin testing installed water main.
  • Connect prop. Water main to ex. Water main (East end of Dewey).
  • Water services to begin week of 4/14.

3rd Street will be closed to traffic for sanitary sewer install starting Friday (4/4). Access to Red Bud Fitness and City Hall will need to be from 3rd St and Red Bud. Skyline Drive will only be able to service the Edgewater facility for the next couple weeks.

Work Completed this past week (March 24-28)

  • Work on aerial crossing progressed. Welders onsite.
  • Removals on Red Bud North of 3rd Street (center line to East curb/sidewalk only)
  • Water main install complete on Dewey and Red Bud, testing pending.
  • Two street light poles on Red Bud removed
  • Sanitary sewer bypass at WWTP complete, new flume in operation for 15-inch sewer. Ex. 18-inch sewer still using old flume.
  • Continued installing sanitary sewer up to SNE2.
  • Added manhole over the 24-inch and tie in the 12-inch Ex. by WWTP
  • Installing carrier bracket and saddle of aerial crossing (welding in process)

Work planned for this week (March 31-April 4)

  • Four Insert-a-valves to be installed (3/31-4/1)
  • Install Carrier Casing for aerial crossing.
  • Continue water main install on Main Street (Front to Dewey) and on 3rd Street (Red Bud to Short)
  • Testing of water main in the area along 3rd street that was removed for excavation of the pH area material.
  • Water main shut down on 3rd Street (Red Bud to Skyline) for reconnection. Date of shut down unknown pending testing/sampling.
  • Continue sanitary sewer install from SNE2 and cross creek to 3rd Street.

The intersection of Red Bud and 3rd Street will be closing for a day or two for water main install. Access to City Hall is possible from Dewey Street all the way across Red Bud. See map below.

  • Horizontal Directional Drilling (water main) completed on Dewey and Red Bud.
  • Main Street closed to through traffic from Front to Dewey Street.
  • Removal of road and placement of gravel on Liberty Street complete. Opened to traffic on Wednesday (3/19)
  • H pile install on 3rd Street complete
  • Water main install on Dewey Street from Red Bud to Main Street complete.
  • Reinstall of water main on 3rd Street complete (testing in progress).
  • Fiberglass insert grouted for flume at WWTP.
  • Installed first Sanitary manhole at WWTP (SNE3).
  • Sanitary sewer bypass completed at WWTP, sewage from Ex. 15” sewer draining through new flume.
  • K&R will not be working on Friday 3/21 (inhouse company-wide safety training).

Main Street will be closing (between Front and Dewey) to through traffic starting Tuesday (3/18) for water main install. Northbound lane to close completely. Southbound lane to remain open for local traffic. Estimated closure 3-4 days.

Work Completed this past week (March 10-15)

  • Contractor completed pulverizing 3rd Street and Dewey, as well as milling the road on Red Bud and Main Street.
  • H piles installed on the North side of the creek off 3rd Street. Holding off on the South side H piles until after pH area excavation complete.
  • Direction drilling of water main pipe started on Dewey Street.
  • Sidewalk and curb removals started on Red Bud. Access to businesses still possible.
  • Water main install started on Red Bud and Dewey Street.
  • High pH area excavation completed just East of Fitness Center.
  • Concrete infill at Wastewater Treatment Plant.
  • AEP was on site review conflict issues of poles.

Work planned for this week (March 17-21)

  • Contractor planning on doing directional drill of pilot water main pipe on Red Bud Saturday (3/15)
  • Direction drill installation of water main on Red Bud.
  • Construction on Liberty Street between Front and Rynearson will begin Monday (3/17) to remove pavement/gravel and place new gravel. Residents notified. Liberty planned to reopen to traffic on Thursday (3/20).
  • Grout flume at WWTP.
  • H pile install on the South side of the creek on 3rd Street.
  • Aerial steel work installing saddles on the creek cross will occur.
  • Continue water main install on Dewey (West of Red Bud) and Main Street (Front to Dewey)
  • Northbound Main Street will close to traffic around mid-week.
  • Reinstall watermain in the area along 3rd street that was removed for excavation of the pH area material.
  • Start testing of installed water main.
  • Bypass sanitary sewer at Wastewater Treatment Plant and tie in the Flume.
  • K&R will not be working on Friday 3/21 (in-house company-wide safety training).
  • Two light poles on Red Bud will be removed.
