City of Buchanan - Downtown Reconstruction

Project Information

This project involves sanitary sewer, storm sewer, and water main utility improvements in downtown Buchanan. Funding for the project is through the USDA-Rural Development Fund (everything except Front Street) and MDOT (Front Street).

Construction is scheduled to begin the week of February 24 and anticipated to be completed in Fall 2025.

Access/Traffic:

Access to homes/businesses will change during the project, but it is the contractor’s responsibility to ensure that there is always access to each property during construction. Deep sewer trench work will be required for this project, so access to drives may change daily depending on work being completed. Each property owner will be notified prior to access being changed.

Mail:

Daily Mail/Package deliveries will still be possible during construction and will use same access location as residents. Construction observer (Zac-P&N) will communicate with USPS any changes in access location to each address.

Garbage Pickup:

Trash/recycling services will continue during construction. Construction observer (Zac-P&N) will coordinate with garbage companies on scheduled pickup days each week and ensure access is possible.

Water Service:

During new water service installation, the contractor will need to gain access to each house/building to compete the installation. On average this causes a water shut off of around 2-4 hours per address. During new water main connection there will be a 4-8 hour shutdown per street. These water shut offs will be communicated each property owner at least 48 hours prior to scheduled work.

Future Plans

Access to City Hall and Lehman’s parking lots will be hampered over the next week due to sewer installation. Alternative parking for City Hall will be off 3rd Street behind Lehman’s Farmhouse. See attached photo. Once construction progresses onto Red Bud access to both parking lots will be possible from Skyline Drive.

Work Completed this past week (May 5-9)

  • Continued sanitary sewer install on 3rd Street.
  • Completed water service install. All houses/businesses transferred over to the new water main.
  • Traffic to Red Bud Fitness switch to Skyline Drive. This will remain the route for traffic here until Red Bud is complete.
  • Front Street Closed (Eastbound lane only) between Liberty and Rynearson for Retaining Wall repair (not part of Infrastructure project).

Work planned for this week (May 12-16)

  • Continue sanitary sewer install on 3rd Street/City Hall.
  • Crossing the creek with sanitary sewer on Tuesday.
  • Install storm sewer treatment unit once sanitary sewer is across the creek.
  • Water main reconnection on 3rd Street in front of Red Bud Fitness planned for Saturday morning (5/17).

Construction will begin Friday (5/9) with milling off 2 inches of road on Terre Coupe. Paving will begin Monday (5/12). Any remaining asphalt placement needed will be done on Tuesday (5/13). Please reach out if you have any questions.

  • Continued water service install on Dewey, Main St, and 3rd St.
  • Calibration of flume meter complete.
  • Insert valves install on Red Bud and 3rd Street.
  • Traffic to Red Bud Fitness switch to Skyline Drive. This will remain the route for traffic here until Red Bud is complete.
  • Front Street Closed (Eastbound lane only) between Liberty and Rynearson for Retaining Wall repair (not part of Infrastructure project).

Work planned for this week (May 5 – 9)

  • Continue sanitary sewer install on 3rd Street.
  • Continue water service install on Dewey.
  • Water main reconnection on 3rd Street in front of Red Bud Fitness planned for Saturday morning (5/10).

Traffic to and from Red Bud Fitness will use Skyline for access for the next couple months. See map below.

Work Completed this past week (April 21-25)

  • Completed water main testing on 3rd Street in front of Red Bud Fitness.
  • Performed startup/first tests on dewatering treatment unit.
  • New soil samples taken from sanitary sewer trench on 3rd Street for testing.
  • Started water service installs on Red Bud.
  • Front Street Closed (Eastbound lane only) between Liberty and Rynearson for Retaining Wall repair (not part of Infrastructure project).

Work planned for this week (April 28 – May 2)

  • Continue sanitary sewer install on 3rd Street.
  • Continue water service install on Red Bud, Dewer, and Main Street.
  • City Services to install Inserta-Valves Monday.
  • Perform water main tie in on 3rd Street (in front of Red Bud Fitness) Monday at 4:30 pm until 8:00 pm.
  • Flow sensor calibration on new flume scheduled for Wednesday (4/30).

  • Continued sanitary sewer install on 3rd Street.
  • Pressure Testing of WM in downtown completed.
  • Began water main testing in the downtown area.
  • Continued bulkheading existing flume at WWTP.
  • Connected the sewage receiving location to the flume.
  • Continued bulkheading existing flume at WWTP.
  • Milled Red Bud and Main Street.
  • Removed Bricks on Main Street

  • Continue sanitary sewer install on 3rd Street.
  • Begin testing installed water main on Red Bud/Dewey/3rd/Main St. Water services to begin week after water main testing complete.
  • Milling remaining asphalt on Red Bud and Main Street, est. Thur (4/17) and Fri (4/18). Brick removal on Main St. to begin shortly after.

Work Completed this past week (March 31 – April 4)

  • Aerial crossing completed and sanitary sewer pipe installed across McCoy Creek to 3rd Street.
  • Existing 18” sanitary sewer connected to prop. 24” sewer at SNE1.
  • CCTV of 24” sanitary sewer from SNE1 to Prop. Flume completed.
  • Installed (4) Inserta-Valves for Main St/Dewey water main shut off. No water shut offs currently planned.
  • Water main install complete on 3rd Street. Remaining water main  on Main Street (Dewey to Front) planned for Sat (4/5).
  • Sanitary sewer bypass at WWTP complete, old flume no longer in operation (except for septic dumping). All sewer going through new flume as of Thursday (4/3) end of day.
  • 3rd Street closed at aerial crossing on Thursday (4/3). Access to Red Bud Fitness and City hall to use 3rd Street/Red Bud.

Work planned for this week (April 7 – 11)

  • Continue sanitary sewer install on 3rd Street.
  • Contractor to relocate/calibrate flow meter at new flume.
  • Begin testing installed water main.
  • Connect prop. Water main to ex. Water main (East end of Dewey).
  • Water services to begin week of 4/14.

3rd Street will be closed to traffic for sanitary sewer install starting Friday (4/4). Access to Red Bud Fitness and City Hall will need to be from 3rd St and Red Bud. Skyline Drive will only be able to service the Edgewater facility for the next couple weeks.
