City of Buchanan - Downtown Reconstruction

Project Information

This project involves sanitary sewer, storm sewer, and water main utility improvements in downtown Buchanan. Funding for the project is through the USDA-Rural Development Fund (everything except Front Street) and MDOT (Front Street).

Construction is scheduled to begin the week of February 24 and anticipated to be completed in Fall 2025.

Access/Traffic:

Access to homes/businesses will change during the project, but it is the contractor’s responsibility to ensure that there is always access to each property during construction. Deep sewer trench work will be required for this project, so access to drives may change daily depending on work being completed. Each property owner will be notified prior to access being changed.

Mail:

Daily Mail/Package deliveries will still be possible during construction and will use same access location as residents. Construction observer (Zac-P&N) will communicate with USPS any changes in access location to each address.

Garbage Pickup:

Trash/recycling services will continue during construction. Construction observer (Zac-P&N) will coordinate with garbage companies on scheduled pickup days each week and ensure access is possible.

Water Service:

During new water service installation, the contractor will need to gain access to each house/building to compete the installation. On average this causes a water shut off of around 2-4 hours per address. During new water main connection there will be a 4-8 hour shutdown per street. These water shut offs will be communicated each property owner at least 48 hours prior to scheduled work.

Future Plans

Work Completed this past week (March 3-7)

  • Meeting at City Hall Monday night
  • Dial-a-Ride (Niles) notified of construction location and exchanged contact info.
  • Red Bud closed between 4th and Front St. 3rd Street/Red Bud intersection still drivable and traffic can exit Red Bud to the North.
  • Pulverizing delayed 2 days due to rain but began grinding 3rd Street Thursday (3/6)
  • Concrete footings/walls poured for new Flume at WWTP.
  • Contractor started removing sidewalk along Red Bud for water main install.
  • Curb box installed at Flume for water service to spray out bin, water turned back on to Headworks Bld at WWTP.
  • Chop onsite to grind stumps on Dewey and at WWTP.

Work planned for this week (March 10-14)

  • Water Main pipe delivery scheduled for Monday (3/10).
  • Milling of Red Bud between Front Street and 4th Street scheduled for Monday (3/10). 3rd Street intersection will remain open.
  • Road Closure on 3rd Street, East of Fitness Center driveway, scheduled for March 10th. Access to Fitness Center will be possible from the West (Red Bud).
  • Monday (3/10), Water Treatment unit to be delivered to 3rd Start up of system scheduled for Tuesday.
  • Monday (3/10), Begin water main install on Red Bud starting at 3rd Street and heading South (Red Bud/3rd Street intersection will remain open)
  • Monday (3/10), water main install begins on Dewey for horizontal directional drill under the creek
  • Tuesday (3/11), Install H-Piles for aerial crossing
  • Tuesday (3/11) review utility conflicts with AEP power poles in the field.
  • Wednesday (3/12), begin high pH excavation area on 3rd Street just East of Fitness Center driveway (access to Fitness Center from Red Bud/3rd Street). Expect this work to last 1 week.

Asphalt pulverizing has been pushed till tomorrow due to the rain. Contractor will still be onsite installing storm drain bags and moving pipe around.

There will be a public meeting regarding this project on Monday, March 3 at 6pm at Buchanan City Hall.

Contractor plans on pulverizing asphalt roads throughout the project starting Tuesday March 4th. This will involve grinding down the asphalt roads and turning them to gravel (compacted millings). Roads will remain open to local traffic during this process with only single lane closures needed as work progresses. See attached “mill limits” map for locations. Roads will remain open to local traffic with single lane closures as needed. Red Bud will be closed to through traffic and will need to use the detour route.

Underground pipe work (water main) will begin on Wednesday (March 5th). Red Bud will be closed to all traffic from 3rd Street to Front Street. Also Dewey Street East of Red Bud will be closed. Access to Clark building will be possible from 3rd Street. See attached “Road closure” map. This area will remain closed for the foreseeable future.

Work Completed this past week (Feb 17-21)

  • Project detour route signs have begun to be displayed. This detour route will remain active during the entire project.
  • Continued speaking with business owners about upcoming construction start dates. Please forward anyone who has questions/concerns to me and I will touch base with them.
  • Survey crew onsite staking tree removal limits/sanitary sewer at the WWTP.

Work planned for this week (Feb 24-28)

  • Detour Route signs will continue to be installed.
  • Front Street will be closed Monday (2/24) and Tuesday (2/25) for tree removals. Front Street will open back up to traffic once tree removal is complete. See picture below for Front Street closure.
  • Tree removals will continue throughout the week on 3rd Street and Dewey. This work will only require small 1 block road closures.
  • Construction of flume at WWTP will begin on Monday (2/24).
  • Tentative start date – March 3rd the contractor plans to begin pulverizing roads, turning them to gravel. Contractor will smooth roads as work progresses but you will see temporary lanes closures project wide. Start of pulverizing depends on frost thickness in roads.

The Contractor plans on removing trees project wide starting Monday of next week. Work on Front Street will require full closure from Red Bud to Oak Street on Monday, February 24 and possibly Tuesday the 25th. Tree removal project wide will continue throughout the week but should not affect traffic.

Work Completed this past week (Feb 10-14)

  • Digital PCMS boards have started arriving in town. These are positioned at the far East & West on Front Street, North & South on Red Bud Trail, and NE on River Street.
  • USDA sign was installed in park at the NE corner of Front/Red Bud. This sign will be viewable from both the street and park.
  • MISS DIG began working on clearing the detour route sign locations.
  • Removal limits marked project wide.

Work planned for this week (Feb 17-21)

  • Detour Route signs will begin to be installed.
  • Tree removals planned to begin project wide week of Feb. 24. This includes 19 smaller trees on Front Street. We anticipate traffic on Front Street to remain open during tree removals.
  • On March 3, the contractor plans to begin pulverizing roads, turning them to gravel. Contractor will smooth roads as work progresses, but you will see temporary lanes closures project-wide. We will coordinate with the contractor to find their specific schedule.
