City of Buchanan - Downtown Reconstruction

Project Information

This project involves sanitary sewer, storm sewer, and water main utility improvements in downtown Buchanan. Funding for the project is through the USDA-Rural Development Fund (everything except Front Street) and MDOT (Front Street).

Construction is scheduled to begin the week of February 24 and anticipated to be completed in Fall 2025.

Access/Traffic:

Access to homes/businesses will change during the project, but it is the contractor’s responsibility to ensure that there is always access to each property during construction. Deep sewer trench work will be required for this project, so access to drives may change daily depending on work being completed. Each property owner will be notified prior to access being changed.

Mail:

Daily Mail/Package deliveries will still be possible during construction and will use same access location as residents. Construction observer (Zac-P&N) will communicate with USPS any changes in access location to each address.

Garbage Pickup:

Trash/recycling services will continue during construction. Construction observer (Zac-P&N) will coordinate with garbage companies on scheduled pickup days each week and ensure access is possible.

Water Service:

During new water service installation, the contractor will need to gain access to each house/building to compete the installation. On average this causes a water shut off of around 2-4 hours per address. During new water main connection there will be a 4-8 hour shutdown per street. These water shut offs will be communicated each property owner at least 48 hours prior to scheduled work.

Current Closures:

Work Completed this past week (July 14-19)

  • C1, completed placing gravel on 3rd Street up to McCoy Creek/city hall parking lot.
  • C1, continued sanitary sewer install on Dewey up to Short Street.
  • C1, completed sanitary lateral install on Red Bud between 3rd and Front Street.
  • C1, cored hole in culvert on Dewey for storm sewer install.
  • C3, completed water service/water main connections on Front between Oak and Red Bud. All water main work is completed.
  • C3, set up sanitary sewer bypass at Front/Red Bud.

Work planned for this week (July 21-25)

  • C1, continue storm sewer install on Dewey, East of Red Bud.
  • C1, continue sanitary sewer install on Dewey between Short and Main St. Sewer install will turn South at Main St. mid-week. Traffic to parking lot will use Short Street for access. Additional email will be sent out when that traffic switch occurs.
  • C1, continue road building  on 3rd Street up to Red Bud after Dewey Street storm sewer is complete and temporary graveled for traffic.
  • C3, begin sanitary sewer install at Front/Red Bud.
  • C3, access to Phillip 66 gas station is now from Days, to Front, to gas station. Only gas station customers will be using this access  route.

Starting Friday (7/18), all traffic to the Phillip 66 gas station will use Days Ave for access starting mid-morning to mid-afternoon. This will remain the access route until the Front/Red Bud intersection starts building road. Construction barrels will channel traffic along this route.

Access to Red Bud Fitness will not be possible from Red Bud/3rd Street. Please use Skyline Drive for access.

Starting Friday morning, Red Bud Fitness traffic will go back to using Skyline Drive for access. The access route (dashed line) will be driveable today and can be used at will. Road closed section week begin this Friday (7/18).

Work this morning at the intersection of Red Bud/3rd is a little messy at the moment. Connector is finishing a small section of storm sewer on Red Bud south of 3rd today. Access for gym/city hall/Lehmans is still through Red Bud/3rd. Should be backfilled by noon today.

Road Building on 3rd Street will begin this Friday (7/11) starting at the East end by Skyline Drive. Access to Red Bud Fitness, City Hall, and the Daycare will be possible from Red Bud to 3rd Street.

Sanitary sewer install is progressing West on Dewey Street. Access to the parking lot North of Front Street will be possible from Main Street driveway. Dewey Street driveway will open before Main Street driveway closes. See attached map.

Work Completed this past week (June 30 to July 4)

  • C1, completed storm sewer install on 3rd Street up to Red Bud Trl.
  • C3, began water service install on Front Street East of Days.
  • C3, began water main connection at Front/Red Bud-East
  • C3, completed water main testing on Front Street – Oak to Days.

Work planned for this week (July 7 to July 11)

  • C1, anticipated road building on 3rd Street to start July 14th.
  • C1, continue sanitary sewer install at Red Bud/Dewey heading West.
  • C3, continue water service connections on Front between Oak and Red Bud.
  • C3, continue water main connections on Front Street/Red Bud.

Access to City Hall/Lehman’s will be possible from 3rd Street over the holiday weekend. No construction planned for Friday (7/4). Will resume on Monday (7/7)
