City of Buchanan - Downtown Reconstruction

Project Information

This project involves sanitary sewer, storm sewer, and water main utility improvements in downtown Buchanan. Funding for the project is through the USDA-Rural Development Fund (everything except Front Street) and MDOT (Front Street).

Construction is scheduled to begin the week of February 24 and anticipated to be completed in Fall 2025.

Access/Traffic:

Access to homes/businesses will change during the project, but it is the contractor’s responsibility to ensure that there is always access to each property during construction. Deep sewer trench work will be required for this project, so access to drives may change daily depending on work being completed. Each property owner will be notified prior to access being changed.

Mail:

Daily Mail/Package deliveries will still be possible during construction and will use same access location as residents. Construction observer (Zac-P&N) will communicate with USPS any changes in access location to each address.

Garbage Pickup:

Trash/recycling services will continue during construction. Construction observer (Zac-P&N) will coordinate with garbage companies on scheduled pickup days each week and ensure access is possible.

Water Service:

During new water service installation, the contractor will need to gain access to each house/building to compete the installation. On average this causes a water shut off of around 2-4 hours per address. During new water main connection there will be a 4-8 hour shutdown per street. These water shut offs will be communicated each property owner at least 48 hours prior to scheduled work.

Future Plans

Current Closures:

3rd Street/Dewey intersection will be closing tomorrow, Friday 6/27 for sanitary sewer install. Traffic to city hall will use Red Bud/3rd Street. Daycare access will use Red Bud/Dewey for access.

Schirmer Opening?  It was supposed to be open last week, but guard rail got delayed. New opening date will be posted as soon as possible.

Work Completed this past week (June 16-20)

  • C1, Sanitary sewer installed on Red Bud from Dewey to McCoy Creek.
  • C1, completed storm sewer on 3rd Street up to McCoy Creek.
  • C3, Water main pipe installation completed on Front Street, Days Ave to Oak Street.
  • C3, water main testing completed and ready for services on Front Street between Red Bud and Days Ave.
  • C3, pavement removals completed on Front Street at Oak Street intersection.
  • Front/Oak Street intersection closed on Thur (6/19) for water main install.
  • Paved Liberty Street/Rynearson Street Saturday (6/14).

Work planned for this week (June 23-28)

  • C1, continue sanitary sewer install on Red Bud between Dewey and Front, crossing McCoy Creek early next week.
  • C1, anticipated road building on 3rd Street to start June 30th.
  • C3, finish installing water main pipe at Front/Oak Street intersection.
  • C3, begin water main/water service connections on Front between Days and Red Bud (pending C1 sanitary sewer progress).

Front/Oak Street intersection will be closing Friday (6/20) for pavement removals and water main install. The post office and local businesses are open.

Work Completed this past week (June 9-14)

  • C1, Sanitary sewer installed on Red Bud from Dewey to 3rd Street.
  • C3, Water main pipe installation completed on Front Street, East of Days Ave.
  • C3, pavement removals completed on Front Street from Days to Oak Street.
  • Milling/Paving of Liberty Street/Rynearson Street on Friday (6/13) and Saturday (6/14). Reith Riley will flag traffic and not need to shift the detour.
  • Retaining wall work complete, Front Street opened to traffic to Johnson Street. Front Street closed from Oak to Red Bud.
  • Culvert work behind Library is complete.

Work planned for this week (June 16-20)

  • C1, continue sanitary sewer install at Red Bud South of Dewey.
  • C1, continue storm sewer install on 3rd Street (second crew coming in, traffic will still be able to use 3rd Street for access).
  • C3, continue water main install on Front Street, West of Days Ave.
  • C3, begin testing water main pipe on Front Street East of Days.
  • Front/Oak Street intersection planned for closure Monday (6/23) for water main install.

Liberty Street will close from Front to Rynearson for paving Friday (6/13) and Saturday (6/14). Follow detour route shown here. Liberty will be opened back up to traffic on Sunday (6/15).

Dewey Street/Red Bud intersection will close sometime later today (6/12) or tomorrow (6/13) depending on how sanitary sewer install goes today. 3rd Street is currently open to traffic from Oak Street to Skyline and will be the preferred route for traffic to/from City Hall, Red Bud Fitness, Daycare/Randy’s bld, Chunk Ice Cream, and Lehman’s.

Work Completed this past week (June 2-7)

  • C1, performed water main tie ins on Red Bud, 3rd Street, Short St, and cut/cap on Main Street. All existing water main on Red Bud/Dewey/3rd/Main St. is dead.
  • C1, began installing dewatering and bypass pump/pipes prepping for Red Bud sanitary sewer install (est. 6/9 start).
  • C3, completed 12” HDD of water main pipe on Front and Days.
  • C3, completed 8” HDD of water main pipe on Days.
  • C3, began water main install at Red Bud/Front.
  • C3, completed insert valve install at Oak/Front St. Intersection reopened to traffic on Wed.
  • Front Street Closed (Eastbound lane only) between Liberty and Rynearson for Retaining Wall repair (not part of Infrastructure project).

Work planned for this week (June 9-14)

  • C1, continue sanitary sewer install at Red Bud/3rd Street. Red Bud South of River will not be accessible to thru traffic.
  • C3, continue water main install on Front Street.
  • Construction update website is up and running.

Work Completed this past week (May 27-31)

  • Continued sanitary and storm sewer install on 3rd Street at City Hall.
  • Installed vibration monitoring equipment on Front Street.
  • Dewatering Treatment unit power washed prior to removal.
  • Construction began on Front Street. Closed to traffic from Oak Street to East of Red Bud.
  • Oak Street intersection closed to traffic on Friday (5/30) to Wed (6/4) for water valve install.
  • Street lights removed. Temp street lighting installed.
  • Front Street Closed (Eastbound lane only) between Liberty and Rynearson sfor Retaining Wall repair (not part of Infrastructure project).

Work planned for this week (June 2-7)

  • Continue storm sewer install on 3rd Street at City Hall.
  • Water main tie ins on Red Bud, 3rd Street, Dewey Street planned for Tuesday (6/3) /Wednesday (6/4).
  • Begin sanitary sewer install on Red Bud, South of 3rd Street. Red Bud South of River will not be accessible to thru traffic.
  • Install insert valves at Oak Street/Front Street intersection Tuesday (6/3).
  • Begin water main install at Red Bud/Front Street.

Front St/Oak Street intersection will be closed from Friday (5/30) until Wed (6/4) for water main valve installation. Once work is complete the intersection will reopen to traffic.

Access to Phillip 66 Gas Station will be possible from Red Bud, South of Front Street. See image below. This is access for gas station only. All other downtown traffic is to use local parking areas and proceed to businesses/residences on foot. This access route will change as construction progresses, updated routes will be posted as those occur.

Front Street closure is now in effect Front Oak Street to Red Bud. Pedestrian access is still allowed on Front Street during construction.
