The City of Muskegon is reconstructing Strong Avenue from Jefferson Street to Peck Street, Jefferson Street from Strong Avenue to Merrill Avenue, and 5th Street between Mason Avenue and Merrill Avenue.

This project also includes:

  • Sanitary sewer replacement and storm sewer improvements throughout the affected roadways.
  • Sanitary sewer replacement within the alley between 3rd Street and 4th Street from Strong Avenue to Merrill Avenue, and within the alley between Mason Avenue and Merrill Avenue from 3rd Street to 5th
  • Replacement of all water services from the water main to the meter in the building.

City of Muskegon - Jefferson and Strong Sanitary Sewer Replacement

Work Completed This Week

  • Jackson-Merkey Contractors, Inc. finished installing sanitary sewer on Jefferson Street and began installing sanitary sewer on Strong Avenue between Jefferson Street and Sanford Street.
  • The contractor began installing storm sewer on Jefferson Street at Strong Avenue.

Anticipated Work Next Week

  • The remainder of the storm sewer on Jefferson Street will be installed early next week.
  • Sanitary sewer installation will continue on Strong Avenue east toward Peck Street.

  • Jackson-Merkey Contractors, Inc. completed the installation of the sanitary sewer in the alley between Mason Avenue and Strong Avenue.
  • Jackson-Merkey Contractors, Inc. removed the existing asphalt roadway on Strong Avenue from the alley to Sanford Street and on Jefferson Street between Strong Avenue and Merrill Avenue. Portions of concrete curb and gutter, concrete driveways and concrete sidewalks were also removed.
  • Jackson-Merkey Contractors, Inc. set up the de-watering in preparation for the installation of sewer on Strong Avenue to the west of Jefferson Street and along Jefferson Street from Strong Avenue to Merrill Avenue.
  • Jackson-Merkey Contractors, Inc. placed, compacted and graded the gravel surface for the alley between Fourth Street and Mason Avenue.

  • Asphalt Paving, Inc. paved the leveling and top course of Hot Mix Asphalt pavement on Fifth Street.
  • Jackson-Merkey Contractors, Inc. placed, compacted and graded the gravel surface for the alley between Fourth Street and Fifth Street.
  • Jackson-Merkey Contractors, Inc. placed and raked topsoil along Fifth Street and in the alley between Fourth Street and Fifth Street.

  • Martin J Concrete, Inc. constructed curb and gutter, sidewalk and drive approaches on Fifth Street.

  • Jackson-Merkey Contractors, Inc. plans to fine grade the aggregate base on Fifth Street and anticipates paving on Wednesday or Thursday of next week.
  • Jackson-Merkey Contractors, Inc. plans to begin restoration and placement of turf establishment items.
  • Jackson-Merkey Contractors, Inc. plans to continue grading and placement of aggregate surface course in the SW-NE Alley between Fifth Street and Fourth Street.

Jackson-Merkey Contractors has begun construction this morning on the Jefferson/Strong Sanitary Sewer Replacement Project.  The project will begin with Phase 1 with work on 5th Street and within the alleys.  Phase 1 is anticipated to take approximately 5 weeks to complete.  5th Street will be CLOSED to THRU traffic starting at Mason Avenue and going through the intersection at Merrill Avenue.  4th Street will also be closed between Mason Avenue and Merrill Avenue during this phase.   Work this week will begin with removing concrete and pavement early in the week and progress to sanitary sewer construction starting on 5th Street the remainder of the week.  
The general contractor, Jackson-Merkey Contractors, has elected to suspend the construction start date due to concerns related to the risk of COVID–19 exposure. It is unknown at this time when construction will begin on this project; however, an update will be posted once a new start date is determined.

  • Replacement of all water services from the water main to the meter in the building.
  Here is a map of the project area. In order to complete this project in a timely matter, we will need your help and cooperation. Your help with the items outlined below will help minimize the time of disturbance in your area, providing for a safer and earlier completion of the project. Thank you in advance for your efforts and patience!  

Construction Schedule

This is a big project that is planned to be completed in three phases beginning April 7, 2020. What follows is a tentative schedule for the work. This is a general schedule and is likely to change. It will be updated throughout the project so that you are aware of when your area may be impacted.  
  • Phase 1 – 5th Street and alleys: April 7 – May 13
  • Phase 2 – Jefferson Street from Strong Avenue to Merrill Avenue: May 14 – July 2
  • Phase 3 – Strong Avenue from Jefferson Street to Peck Street: July 3 – July 31
  Once work begins, work will generally be conducted between the hours of 7:00 a.m. and 7:00 p.m. on Monday through Friday, with possible work on Saturdays. The work will be completed by Jackson-Merkey Contractors of Muskegon, Michigan. For the safety of all residents and construction crews, we ask that residents stay out of the construction area during and after work hours and to be aware of construction equipment in the area.  

Access

The affected roads will be closed, but will stay accessible to residents in the immediate construction area throughout the project, except for short periods of time when pipe will be installed across the roads. Individual driveway access will be interrupted during periods of time for a few hours, but in all cases they will be restored by the end of the workday.  

Driveways and Restoration

Driveways that are disrupted during construction will be replaced at the same location, and equal in size and type to the existing drive.  Temporary driveway material will also be placed and maintained to provide access to residences during construction. Disturbed grass areas will be restored with topsoil, seed, fertilizer, and mulch. If you have underground sprinklers installed along the road, please mark the heads and approximate locations of the pipe, and if possible, remove the heads. The Contractor will attempt to avoid damaging irrigation systems, but if they are damaged, they will repair them.  

Mail

The Contractor will make the necessary arrangements with the postal service to assure mail delivery is not interrupted.  

Garbage Pick-up

The Contractor will make the necessary arrangements with the appropriate waste management companies to assure garbage pickup is not interrupted. Please write your name and address on your garbage bin in a visible location to assist in returning your bin to the proper house.  

Water Services

Many of the water services within the project area will be replaced up to the meter in the building, or up to 18 inches into the building if the meter is located within the right-of-way. If your water service is scheduled for replacement, the contractor will be contacting you during the construction period to schedule your water service replacement. The contractor will temporarily require access into your building prior to and during installation.
