Plainfield Charter Township - West River Drive and 4 Mile Road Water Main Lining

Important Information

Plainfield Charter Township is working with Fer-Pal Construction to rehabilitate about 4,200 feet of 12-inch water main through the downtown area of Comstock Park.

The work will involve rehabilitating the existing water main by installing a structural water main liner inside the existing pipe.

  1. Fer-Pal will construct a temporary water main system above ground.
  2. Homes and businesses within the project area will have their water service connected to the temporary water main system so the existing water main can be shut down.
  3. Fer-Pal and their subcontractor, Hoffman Bros, Inc., will dig access pits at select locations on the existing water main.
  4. The inside of the existing water main will be cleaned and then a cured-in-place structural pipe liner will be installed on the inside of the the pipe.
  5. After the pipe liner has been installed, new water main and fire hydrants will be installed as necessary.
  6. Once the water main has been reconnected, water services will be removed from the temporary water main system and the access pits will be restored.

The project is anticipated to start in late June and be completed by the middle of September.

Access/Traffic:

Traffic control will be set up throughout the duration of the project. Due to the location of the existing water main, some access pits will be in the road along West River Drive. Additionally, where the existing water main is outside of the road, the contractor will need some extra room to work safely. Two way traffic will be maintained throughout construction; however, due to the reasons previously mentioned lane closures and lane shifts will be required.

Access to businesses will be maintained throughout construction. If there are specific closures of parking lot entrances required, Fer-Pal and the Township will work with local businesses on alternative parking arrangements.

We understand this area already has extra traffic flow due to the MDOT work at US-131 and I-96. The MDOT work will last until middle of September. We recommend avoiding driving through downtown Comstock Park if at all possible. After the MDOT work wraps up, KCRC intends to resurface West River Drive between Lamoreaux Drive and the US-131 interchange.

Mail:

Mail and garage pickup will be maintained throughout construction.

Water Service:

Fer-Pal or the Township Water Department will inform businesses and residents if there are any anticipated interruptions to water service. Water service is anticipated to be maintained throughout construction except for short periods of time when water service is being transferred to the temporary water main system.

Below is a summary of the remaining schedule for the project now that the lining work is complete. The schedule is weather dependent and will be updated if changes are made in the future.

Week of September 9:

  • Water main along West River Drive near Lamoreaux Drive will be disinfected. If you see a lot of water on the road this is part of the flushing process and should not cause alarm.
  • New water main will be installed in lining access pits to connect newly lined pipes to each other along West River Drive and 4 Mile Road.
  • A temporary driveway closure will be required next to Mad Dogz on Wednesday while the work in this pit is completed.
  • A new hydrant will be placed at the intersection of West River Drive and Mill Creek Avenue on Saturday which will hinder traffic flow through this intersection.

Week of September 16:

  • Water main along West River Drive south of Leland Drive and along 4 Mile Road will be disinfected. There will be a lot of water flushed out of the hydrants while this work is taking place.
  • A pole along 4 Mile Road, near West River Drive, needs to be removed to complete the repair of the water main liner that was found to be defective. A truck will hold the wires while the work on the water main is completed and a new pole will be installed after the work is completed.

Week of September 23:

  • Final tie-ins will be completed. This step will connect the newly lined water main back to the existing water mains on the outer limits of the project.
  • The temporary water main will be removed, and residents will no longer receive their water through the temporary water service line connected to the building. Rather, water will run through the newly lined water main and into the house from the copper water service as it did before the project!

Week of September 30:

  • Project restoration will be completed this week. Any concrete sidewalks and curbs that were disturbed will be replaced. Any portions of road that were disturbed will have new asphalt placed. Lawns that were disturbed will be seeded. Traffic control will be removed.

This Week:

  • Fer-Pal has completed all of the liner related work as of this week.
  • Hoffman Brothers continued working on installing new water main to connect the lined sections of pipe at the pit locations.
  • The section of liner that had a defect in it has been inspected and Fer-Pal has developed a plan for removing the defective liner and replacing it with new ductile iron water main.

Next Week:

  • Fer-Pal will begin disinfecting sections of completed water main.
  • Hoffman Brothers will continue to install new ductile iron water main in the lining pits to reconnect the lined water main sections.
  • The work in the pits located at the Lamoreaux Drive and West River Drive intersection is scheduled for next Thursday (9/5). Hoffman Brothers will complete the pipe work and the paving is scheduled to be completed later in the day.

This Week:

  • Fer-Pal has completed all of the water main lining installation along West River Drive north of the railroad tracks. Most of this work was completed at night to limit traffic impacts.
  • Fer-Pal continued pressure testing and reinstating water service connections on sections that were lined this week.
  • Hoffman Brothers continued connecting the lined water main along 4 Mile Road to the existing water main.
  • There was one section of liner that was found to be defective in front of the American Legion along 4 Mile Road. Fer-Pal and Hoffman Brothers spent time digging additional pits this week to investigate the extent of this issue.

Next Week:

  • Fer-Pal will continue to pressure test and reinstate water service connections inside the liner.
  • Hoffman Brothers will continue to install new ductile iron water main in the lining pits to reconnect the lined water main sections. New valve and new hydrants will be installed in select locations.
  • Fer-Pal and Hoffman Brothers will continue to investigate the section of defective liner early next week and hope to have a plan to completely address this issue by the end of next week.
This Week:
  • Fer-Pal completed all of the lining installation along 4 Mile Road and West River Drive, south of the railroad tracks.
  • Fer-Pal also started lining some of the water main along West River Drive between the railroad tracks and Leland Avenue.
  • Fer-Pal continued pressure testing and reinstating water service connections on sections that were lined this week.
  • Hoffman Brothers was back on-site end of this week to begin connecting the lined water main along 4 Mile Road to the existing water main.
Next Week:
  • Fer-Pal will line the water main between Leeland Avenue and Lamoreaux Drive. This work is planned to take place over night to limit the traffic impacts. Water main lining work should be completed after next week.
  • Hoffman Brothers will continue to install new ductile iron water main in the lining pits to reconnect the lined water main sections. New valve and new hydrants will be installed in select locations.
  • Restoration work at pit locations may start next week depending on weather and progress.
This Week:
  • Fer-Pal continued to clean and televise the existing water main along 4 Mile Road and West River Drive south of the railroad tracks.
  • Fer-Pal began installing the water main liner along 4 Mile Road and West River Drive.
  • Fer-Pal began pressure testing some of the lined sections of pipe along 4 Mile Road and began reinstating water service connections.
Next Week:
  • Fer-Pal will work on cleaning and televising the existing water main along West River Drive north of the railroad tracks.
  • Fer-Pal will continue to install the water main liner along West River Drive.
  • Fer-Pal plans to have a couple of night shift crews clean and televise the existing water main near the West River Drive and Lamoreaux Drive intersection since these pit locations are disruptive to traffic (these pits currently have steel plates over them).
  • Fer-Pal also plans to complete the lining near West River Drive and Lamoreaux Drive over night to limit the traffic impacts.

Progress Report:

Fer-Pal has begun the process of cleaning the existing water main and televising the inside of the pipe. The lining work is scheduled to begin tomorrow on 4 Mile Road. Fer-Pal will start lining the existing water main on 4 Mile Road at Oakridge Avenue and work their way east to West River Drive. Once the water main along 4 Mile Road has been lined Fer-Pal will start at the south end of West River Drive and work north. Fer-Pal will continue to work along 4 Mile Road and West River Drive during Mill Creek Days but will confine their work to the lane closures that are currently set up. We appreciate your patience while this critical infrastructure project is being completed!

Upcoming Work:

For the next few weeks Fer-Pal will have multiple crews working throughout the project site. There will be crews installing the CIPP pipe liners, crew televising the inside of the pipe before and after it is lined, and crews pressure testing and disinfecting the pipe after it has been lined. Once all of this work has taken place on a segment of water main, Hoffman Brothers will have a crew on site to reconnect the lined pipe to the existing water main.

Progress Report:

Fer-Pal continued work on the temporary water main and connections to buildings this week. After this week all temporary connections will be made along West River Drive with just a few connections to be made along 4 Mile Road early next week. Hoffman Brothers complete a couple more lining pit excavations along West River Drive.

Upcoming Work:

Once everyone is connected to the temporary water main next week Fer-Pal will work with the Plainfield Water Department to shut down the existing water main and begin the cleaning process. Fer-Pal will also televise the inside of the pipe before the lining work can take place. Hoffman Brothers will also be on site to complete the few remaining lining access pit excavations.

Progress Report:

This week Fer-Pal continued to work on the temporary water main and began making connections to houses on Friday. Fer-Pal is working directly with homeowners and business owners on the details of the temporary water service switch. Upcoming Work:

Fer-Pal will continue work on the temporary water main. Hoffman Brothers will continue to work on access pit construction and plans to work next Saturday. A large power pole near the intersection of 4 Mile Road and West River drive will be held later next week by a pole truck so that a pit can be dug near the pole.

Progress Report:

This week Fer-Pal and Hoffman Brothers completed temporary water main installation and access pit construction along 4 Mile Road. They also began temporary water main installation and access pit construction along West River Drive, south of the rail road tracks. Fer-Pal is working with the Plainfield Water Department to sample the temporary water main to ensure it has been properly disinfected.

Upcoming Work:

Next week Fer-Pal will continue to work on the temporary water main installation along West River Drive. Hoffman Brothers will continue to dig access pits along West River Drive. Pending passing disinfection test results, Fer-Pal will begin switching water services over to the temporary water mains along 4 Mile Road. Fer-Pal will coordinate with residents on when a temporary disruption in water service can be expected during the switch over. Once all of the water services have been switched to the temporary water main, Fer-Pal will begin to televise the inside of the existing water main and clean it in preparation for lining.

This week was a short work week due to the Fourth of July holiday. No construction activities will take place on site Thursday or Friday this week. Fer-Pal and Hoffman Brothers installed some lining access pits this week with standpipes for temporary water service.

Next week Fer-Pal will build temporary water main and begin testing the temporary water main so they can connect it to the existing water main. Once the temporary water main is operational, Fer-Pal will coordinate with businesses and residents to switch water service over to the temporary water main. Hoffman Brothers will continue to install access pits along 4 Mile Road and West River Drive.
