City of Rockford - Utility and Street Improvements: Courtland Street and Northland Drive

Important Information

The City of Rockford is undertaking a project to repave sections of Northland Drive and Courtland Street and to replace sections of curb and sidewalk. As part of this project a section of aging sewer will be replaced within Northland Drive.

The existing sanitary sewer will be replaced in Northland Drive from Lewis Street to 800′ north of Lewis Street. Street and concrete improvements will take place on Courtland Street from Monroe Street to Dayton Street and on Northland Drive from Pearl Street to Wolverine Boulevard.

The City of Rockford has contracted with Deans Excavating to complete this work. Sewer construction is anticipated to start mid June and end the beginning of July 2024. Street and concrete improvements will begin once sewer construction is completed. The project in its entirety is anticipated to be completed by August 2024.

Access/Traffic:

Through traffic will be maintained through a posted detour along Main Street and Wolverine Street during construction. However, homes and businesses within the project area will still be accessible to traffic during construction.

There may be times when your driveway is inaccessible because sewer construction or concrete restoration is taking place. The contractor will work with you ahead of time and will make special access arrangements with you if needed.

Garbage Pickup:

The contractor will work with you and your waste hauler to maintain service throughout construction. If construction interferes with your waste haulers ability to pick up your garbage, the contractor will temporarily move your garbage bins to a central location and return them to the end of your driveway by the end of the work day.

Progress Report:

The top and final course of asphalt has been paved and pavement markings were installed the next day. Most traffic barricades and barrels have been moved to the side of the road and the project area should be accessible and easy to navigate through.

Upcoming Work:

You may still see occasional construction machinery and partial lane closures as there are still a few final touch ups that need to be completed. We greatly appreciate your patience up to this point and we ask for your continued patience as we seek to close out the project.

Work continues to progress on Courtland St and Northland Dr. Other than a few sections of sidewalk, the concrete improvements have been completed and are ready for use. The base course of asphalt has been paved in the sewer reconstruction area. Preparations have been made for the paving of the top course of asphalt. Top soil, mulch and hydro seed have been installed throughout the project for lawn restoration.

Up Next

The top (and final) course of asphalt will be paved throughout the entire project on Thursday. Traffic may be partially restricted when this work is being performed. Pavement markings will be installed Friday and Saturday. After this Saturday only incidental construction items remain. The road will continue to be closed and traffic control devices will remain until inspections are complete, however, houses and businesses should be easily accessible after this week.

What you need to know

Please continue to water your lawn. This grass seed, just like any other seed, needs water to grow well.

The new sanitary sewer installed as part of this project is active and the old sewer has been filled with concrete. Most of the curb and gutter and sidewalk in the sewer reconstruction area was poured this past Wednesday. The remaining sidewalk and driveways will be poured within the next couple of days, weather permitting. Please continue to keep off the new driveways until they have had time to cure – we appreciate your patience and cooperation in this matter.

Up Next

The aggregate base in the road continues to be graded in preparation for the asphalt base course. The asphalt base course is anticipated to be paved on Northland Drive from Lewis Street to Wolverine Blvd this Friday – this date may vary with weather. After the base course is paved more extensive lawn restoration will begin.

Manhole castings have been removed along Courtland Street in preparation for milling. The top course of asphalt will be milled early next week on Northland Drive between Lewis Street and Pearl Street and on Courtland Street between Dayton Street and Monroe Street.

The last major item of construction is the paving of the top course of asphalt. The top course is anticipated to be paved over the entire project starting next Thursday.

Progress Report: Construction of the new sanitary sewer is completed and it is anticipated all adjacent properties will be connected to the new sewer today. Most of the concrete improvements (curb, sidewalk, sidewalk ramps, etc.) scheduled for replacement south of Julia Street have been replaced. Most of the project effort is currently focused within the sanitary sewer reconstruction area. This includes grading the road on the southbound lane of Northland Drive, removing concrete improvements scheduled for replacement, and replacing storm sewer.

Upcoming Work: After all properties are connected to the new sewer the old sewer can be filled with concrete. The contractor will continue to grade the road within the sanitary sewer reconstruction area to prepare for curb and gutter and eventually asphalt paving. Curb and gutter placement within the sanitary sewer reconstruction area is scheduled for Wednesday, June 3. The remaining concrete improvements including driveways, sidewalk, and sidewalk ramp, will be completed after the curb. The contractor will not work Thursday or Friday for the Fourth of July holiday. The site will be cleaned up as much as possible so that everyone can enjoy a long holiday weekend.

Extra Notes: As mentioned above, the curb and gutter will be placed along the west side of Northland Drive from Lewis Street to approximately 800 feet north. This work is scheduled for Wednesday, June 3, weather permitting. Driveways along the west side of Northland drive within this area may be inaccessible until Monday as the curb needs to cure before heavy traffic is allowed. Homeowners and those visiting businesses are encouraged to park on the road during the weekend – the road will be cleared as much as possible to allow room for parking. If you require special accommodations to access your home or business, please contact Dean’s Excavating as soon as possible.

Construction of the new sanitary sewer started last week and is anticipated to be completed by the end of this week. Dean’s will then connect each adjacent properties lateral to the new sewer. Connection to existing laterals will take place within the public Right-of-way. Sewer service will not be interrupted.
This work may restrict through traffic during the day.

Upcoming Work

Once adjacent properties are serviced by the new sewer. Dean’s plans to grade the road from Lewis street to the north to prepare for the first course of asphalt paving in this section. Through traffic may be restricted in this area during this time.

Sidewalk restoration and curb and gutter restoration may occur simultaneously with road grading. If sidewalk or curb is being replaced in front of your house/driveway access may be restricted for a few days to allow for the concrete to cure appropriately. The contractor will work with you ahead of time and will make special access arrangements if needed.
