GRSD Sewer Authority – Union Pier Relief Sewer

Red Arrow Highway will be closed immediately north of Berrien Street starting June 2 through June 4. Access to local businesses will be maintained via Lakeshore Drive.

 

Work completed this past week:

  • Sanitary sewer excavation continued. Manhole #3 and 36″ sanitary sewer beneath Red Arrow Highway was installed.

 

What to expect next week (May 26 – 30):

  • 24″ sanitary sewer installation in Townline Avenue.

The Union Pier Project has been designated an Essential Service and as such construction remains in process. For the safety of yourself and the construction crews, please stay away from the construction area.

RED ARROW HIGHWAY AT UNION PIER ROAD IS EXPECTED TO REMAIN CLOSED FOR TWO WEEKS AFTER MEMORIAL DAY.

The delay is due to COVID-19 and construction challenges that is slowing sewer project progress. COVID-19 delays have also pushed back the anticipated start date for the road and streetscape improvements project by approximately two weeks. The road and streetscape work is now expected to begin mid to late July.

Flyers have been mailed to notify affected business owners.

 

Work completed this past week:

  • The slide rail box used to install the manhole was extracted from the hole after being stuck for several days.
  • Excavation for next sanitary structures began.
  • Installed water services on new water main at Community Hall Road.

What to expect next week (May 18 – 23):

  • Continue sanitary sewer installation in Union Pier Road intersection.

  • Groundwater de-watering continued. Additional de-watering equipment was required to adequately lower the groundwater table.
  • The first, and deepest, sanitary manhole base was set.

What to expect next week (May 4 – 9):

  • Sanitary sewer installation in the Union Pier Road intersection.

  • The Union Pier intersection was closed and traffic detour around the work area was installed.
  • Pavement was removed in the Townline Road and Union Pier intersection.
  • Temporary water services were installed for local businesses near the Union Pier intersection served by New Buffalo Township water.

What to expect next week (April 27 – May 2):

  • Temporary road closure of Red Arrow Highway at Community Hall Road for water main installation. Anticipated closure date is April 27 or April 28.
  • De-watering equipment (large pumps, wells, etc.) will be installed in Townline Road and Union Pier intersection.
  • Sanitary sewer materials will start arriving.
  • Begin excavation for sanitary sewer installation.
*Construction will begin April 20* Below is a summary of potential activities expected next week (April 20 – 24):
  • Begin Union Pier intersection closure and detour traffic around the work area.
  • Remove pavement in Townline Road and Union Pier intersection.
  • Temporary interruption of water service for local businesses near the Union Pier intersection served by New Buffalo Township water. Interruptions will be coordinated with active businesses.
  • Dewatering equipment (large pumps, wells, etc.) installed in Townline Road and Union Pier intersection.
  • Temporary closure of Red Arrow Highway at Community Hall Road for the installation of water main.

Work was scheduled to begin April 13; however, due to concerns for their employees’ health and safety, Kalin Construction has delayed the construction start date to April 20. As this issue is very dynamic and could change at any time, please check back frequently for project updates.  

Project Overview

The GRSD Sewer Authority will be installing a new sanitary sewer along Red Arrow Highway between Union Pier Road and Berrien Street. The Sewer Authority will also be replacing existing sanitary sewer in Townline Avenue between Greenwood Avenue and Red Arrow Highway. The work is being completed in advance of the planned road and streetscape improvements scheduled to begin this summer. The project will include significant excavation within Townline Avenue between Greenwood Avenue and Red Arrow Highway, and within the Union Pier Road and Red Arrow Highway intersection. The intersection of Union Pier Road and Red Arrow Highway will be closed starting April 20 and will remain closed until Memorial Day weekend, weather permitting. Temporary closures of Red Arrow Highway at Community Hall Road and Berrien Street will also be required. ACCESS TO LOCAL BUSINESS WILL BE MAINTAINED AT ALL TIMES. This project also includes:
  • Installation of water main beneath Red Arrow Highway at Community Hall Road.
  • Temporary water services for New Buffalo Township customers adjacent to the sewer work.

Your help with the items outlined below will help minimize the time of disturbance in your area, providing for a safer and earlier completion of the project. Construction Schedule

The sewer project is separate from the road and streetscape project, which will begin after the sewer project commences and finish after the sewer project is completed. Construction of the sewer project is planned to begin April 20, 2020. Construction will fall into two primary phases. Following are tentative dates for the construction phases. Dates will be updated throughout the project as conditions permit.  

Phase 1 (April 20 – May 22)

  • Union Pier and Red Arrow Highway intersection will be closed.
  • Sewer construction will be on-going in Townline Avenue and in the Union Pier/Red Arrow Highway intersection.
  • Temporary water services installed as necessary.
  • Water main installation beneath Red Arrow Highway at Community Hall Road (Red Arrow Highway temporarily closed)
  • Sanitary sewer installation beneath Red Arrow Highway at Berrien Street (Red Arrow Highway temporarily closed)

 Phase 2 (May 26 – August 28)

  • Union Pier and Red Arrow Highway intersection will open. Red Arrow Highway will reduce to one northbound and one southbound lane.
  • Sewer construction will be on-going adjacent to Red Arrow Highway between Union Pier Road and Berrien Street.
  Once work begins, work will generally be conducted between the hours of 7:00 a.m. and 8:00 p.m. on Monday through Friday, with possible work on Saturdays. The work will be completed by Kalin Construction Company, a local contracting firm. For the safety of all residents and construction crews, we ask that residents stay out of the construction area at all times and to be aware of construction equipment in the area.  

Access

Pedestrian access to local businesses will be maintained at all time. “BUSINESSES OPEN DURING CONSTRUCTION” signs will be placed at the periphery of the construction area to notify traffic.  

Mail

The Contractor will make the necessary arrangements with the postal service to assure mail delivery is not interrupted.  

Garbage Pick-up

The Contractor will make the necessary arrangements with the appropriate waste management companies to assure garbage pickup is not interrupted.  

Water Services

Businesses in New Buffalo Township adjacent to the sanitary sewer construction may have their water service interrupted temporarily while the Contractor installs a temporary water service. The Contractor will coordinate with each business owner prior to interrupting service.
