Important Information

The City of Ludington is reconstructing Loomis Street from Rath Avenue to Delia Street. This includes: complete pavement removal and replacement, water main/water services replacement, sanitary sewer replacement, and new street lighting.

City of Ludington – Loomis Street Reconstruction

Hallack Contracting spent this week installing sanitary sewer east of James Street. Utility work will continue for the next few weeks.

 

Work Completed This Week (July 20 – 24)

  • Hallack Contracting completed the sanitary sewer from James Street to Harrison Street
  • Hallack and City crews worked to verify sewer and water service locations.

 

Anticipated Work Next Week (July 27 – 31)

  • Work will focus on installing sanitary sewer from Harrison Street to Delia Street.
  • Signage from Rath Avenue to James Street may be completed.

Another very hot and yet productive week on the project.  Road reconstruction was in full swing in the block between Rath and James.

 

Work Completed This Week (July 6 – 11)

  • Hallack Contracting completed installation of remaining storm sewer in Rath Avenue.
  • Curb and gutter was placed from Rath Avenue to James Street.
  • Sidewalk and drives were placed from Rath Avenue to James Street.

 

Anticipated Work Next Week

  • Sidewalk will be completed from Rath Avenue to James Street with a few gaps left for light pole installation.
  • Aggregate will be fine graded and prepared for pavement.
  • Leveling course (1st course) of pavement is expected mid-week between Rath Avenue and James Street with the top course possibly by the end of the week.
  • Hallack Contracting may begin work east of James Street by weeks end.

This was a very hot, yet productive week on the project.  Utilities are complete within the block of Loomis from Rath Avenue to James Street and road reconstruction will begin next week.

 

Work Completed This Week (June 29–July 3)

  • Hallack Contracting completed installation of the sanitary sewer, water main and storm sewer from Rath Avenue to James Street.

 

Anticipated Work Next Week

  • Installation of Curb and Gutter from Rath Avenue to James Street.
  • Installation of sidewalk and drive approaches from Rath Avenue to James Street.
  • Beginning of preparation for paving.

Work Completed This Week (June 22 – 26)

  • Hallack Contracting closed Rath Avenue and removed the pavement, curb and gutter and sidewalk within the intersection.
  • Hallack Contracting completed the sanitary sewer replacement within the Rath Avenue intersection and worked on replacing the sanitary sewer to the east on Loomis extending from the intersection.
  • Hallack Contracting began replacement of the storm sewer within the Rath and Loomis intersection.

 

Anticipated Work Next Week

  • Completion of the sanitary sewer between Rath and James Street.
  • Completion of the water main connections at Rath Avenue from the new Loomis Street water main. This will require temporary water shut offs.
  • Completion of the storm sewer improvements within the Rath and Loomis intersection.

With a beautiful week of weather everything fell into place this week, and James Street will be open by Monday morning.  Barricades may be removed Friday night if the new pavement cools enough.  Starting next week Hallack will be focusing their efforts on Loomis Street between Rath Avenue and James Street.

 

Work Completed This Week (June 14 – 20)

  • Hallack Contracting completed installation of the water main.
  • Hallack Contracting installed concrete curb and gutter and sidewalk improvements in the James Street intersection.
  • Hallack Contracting placed aggregate and completed paving of the James Street intersection.

 

Anticipated Work Next Week

  • Monday morning Rath Avenue at Loomis Street will be shut down for the next few weeks to complete sanitary sewer and water main improvements.
  • Hallack will completely remove the roadway, curb, and sidewalk within the Rath Ave. intersection.
  • Work on water main and sanitary sewer will progress through the week.  There may be a need at times to shut water off along Rath Avenue.  Notice will be provided prior to any shut downs.

This was a productive week and the James Street closure is running on schedule. This is an active construction site and ask that pedestrians remain out of the construction area.

Work Completed This Week

  • Hallack Contracting completed removals of the James Street and Loomis Street intersection.
  • Hallack Contracting installed the water main water main, sanitary sewer, and storm sewer within the James Street intersection.

Anticipated Work Next Week

  • Assuming successful testing of the water main, Hallack will connect the new water main on Monday which will require a short shut down of water to businesses along James Street.
  • Hallack will install conduit for street lighting, install curb and gutter and sidewalk ramps within the James Street Intersection mid-week.
  • Paving of the intersection is expected by weeks end, allowing for opening of James Street by June 22nd.

This update comes early due to an upcoming road closure. Work this week has progressed nicely. Hallack Contracting will be closing down the Loomis Street and James Street (U.S. 10) intersection for the next two weeks starting Monday morning. This will be a complete road closure at Loomis Street requiring a detour route. The posted detour route will be Rath Avenue from Filer Street to Ludington Avenue. Access to businesses along James will be maintained from Ludington Avenue and Filer Street.

 

Work Completed This Week

  • Hallack Contracting completed removals of concrete sidewalk and roadway leaving Rath Avenue and James Street open to traffic.
  • Hallack Contracting installed the water main from Rath Avenue to James Street.

 

Anticipated Work Next Week

  • Starting Monday morning James Street will be closed at Loomis Street for a duration of two weeks.
  • Hallack will install water main and sanitary sewer within the James Street intersection.
  • Hallack is anticipated to start testing of the new water main near the end of next week and begin installing storm sewer improvements within the James Street intersection.

 

Work on the project was slow this week, however, work will be ramping up next week.

 

Work Completed This Week

  • Hallack Contracting began mobilizing equipment to the site.
  • Hallack Contracting continued saw cutting concrete sidewalk.
  • ACD.Net installed conduit along the project for future fiber optic lines ahead of Hallack Contracting’s work. This work is outside the City’s project but was coordinated to be completed prior to major operations begin.

 

Anticipated Work Next Week

  • Hallack will begin removing concrete sidewalk, curb and any remaining concrete roadway.
  • Hallack will begin water main installation near the end of the week starting near Rath Avenue and working east.

Work Completed This Week

  • Hallack Contracting milled the road surface off and began sawcutting concrete to ready it for removal.

 

Anticipated Work Next Week

  • Hallack will mobilize equipment to the site and begin removing concrete sidewalk, curb, and any remaining concrete roadway.
  • Hallack will begin water main installation near the end of the week, starting near Rath Avenue and working east.

The City of Ludington will be reconstructing Loomis Street from Rath Avenue to Delia Street. This project will include full pavement removal and replacement, replacement of the water main and all water services, and replacement of the sanitary sewer and installation of street lighting.

The construction will be completed by Hallack Contracting of Hart, Michigan. Prein&Newhof will be providing construction observation and administration during the project on behalf of the City.

 

Construction Schedule

Construction is expected to begin on May 20, 2020 and will proceed throughout the summer with completion expected around September 18. Construction will begin on the west side of the project with completion of Loomis Street between Rath Avenue and James Street to be completed prior to July 4.

 

Access

The affected roads will be closed but will stay accessible to residents in the immediate construction area throughout the project, except for short periods of time when pipe will be installed across the roads. Individual driveway access will be interrupted during periods of time for a few hours, but in all cases will be restored by the end of the workday. If access to your storefront will be affected by the construction, we will be contacting you individually to discuss access options and timing to minimize affects to your businesses.

 

Driveways and Restoration

Driveways that are disrupted during construction will be replaced at the same location, and equal in size and type to the existing drive.  Temporary driveway material will also be placed and maintained to provide access to residences during construction. Disturbed grass areas will be restored with topsoil, seed, fertilizer, and mulch.

If you have underground sprinklers installed along the road, please mark the heads and approximate locations of the pipe and if possible, remove the heads.

 

Mail

The Contractor will make the necessary arrangements with the postal service to assure uninterrupted mail delivery.

 

Garbage Pick-Up

The Contractor will make the necessary arrangements with the appropriate waste management companies to assure uninterrupted garbage pickup. Please write your name and address on your garbage bin in a visible location to assist in returning your bin to the proper property. Please make sure your bin is at your curb prior to 6:00PM the night before pick-up.

 

Water Services

Many of the water services within the project area will be replaced up to the meter in the building, or up to 18 inches into the building if the meter is located within the right-of-way. If your water service is scheduled for replacement, the contractor will be contacting you during the construction period to schedule your water service replacement. The contractor will temporarily require access into your building prior to and during installation.  Please see the flyer here for information regarding flushing and lead water services.
