Plainfield Township – Water & Wastewater System Improvements: Northville Drive

Important Information

This project will replace old utilities that are nearing the end of their useful life, including water main, sanitary sewer, and storm sewer. The entire road will be reconstructed, and sidewalks will be replaced as needed.

THE ROAD REPAIR WORK HAS BEEN RESCHEDULED FOR NEXT WEEK due to circumstances outside of the Township’s control.

Road repairs are set to begin next week Tuesday (6/13) and are anticipated to be completed by Friday (6/16). Only Northville Drive will be repaved to correct drainage issues. At this time, Leelanau Drive will not have work completed on it.

Milling will begin on Tuesday and will be completed either that day or Wednesday morning. Paving will take place the second half of the week and it depends on when the milling work is completed, when a paving crew is available, and the weather. Select driveways which need to be replaced will not be completed until after June 19 to allow time for the new road surface to cool off.

K&R and Black Gold have been working this week with the Kent County Road Commission and Prein&Newhof to develop a plan for the road repairs. You will have noticed the spray paint on the road which is a result of this planning work.

Road repairs are set to take place and be completed next week. Manhole covers will be lowered on Monday, milling will take place Tuesday, manholes will be adjusted Wednesday, and paving will take place Thursday. Select driveways which need to be replaced will not be completed until after June 12 to allow time for the new road surface to cool off.

As you may already be aware, there are drainage issues with the asphalt paving that was completed late last year on Northville Drive and Leelanau Drive. There are also select asphalt driveways within the project limits that have quality issues with the top layer of asphalt. The roads currently do not meet the Kent County Road Commission and Township standards for a new road, and the drainage issues must be addressed to ensure that the road’s expected lifespan is not shortened. Plainfield Charter Township, the Kent County Road Commission, and Prein&Newhof have been working with K&R and their paving subcontractor, Black Gold, since the end of last year to develop a plan for addressing the issues. The solution is to mill the top layer of asphalt off and repave the entire road to ensure proper drainage and correct existing surface deficiencies. Select asphalt driveways will also have the top layer of asphalt removed and repaved to fix either a quality issue or a grade issue. There may be select concrete driveways which need to be removed and replaced after the road is repaved if a grade issue is present. The scope of this work will not be determined until after the roads have been repaved.

The anticipated schedule for completing this work is as follows:

  • June 5: Set up traffic control and lower manhole covers.
  • June 6 & 7: Mill the existing top layer of asphalt.
  • June 8: Pave new top layer of asphalt.
  • June 9: Raise manhole covers and pave around them.

 

The milling and paving work will cause delays during the day and will interrupt access to driveways for limited periods of time. We understand that this rework is inconvenient, and not desired by anyone. Your patience is appreciated as this necessary work is completed to ensure that the new road meets current standards.

K&R will have a crew on site tomorrow to complete topsoil prep and a landscaper is scheduled to be on site Monday to reapply seed, fertilizer, and hydromulch one last time. Lawn care guidelines were placed behind mailbox flags earlier this week. After the seed has been reapplied next week, homeowners will be responsible for watering, fertilizing, and cutting the newly planted lawn areas in accordance with the lawn care guide.

K&R informed us this morning that they plan to have a crew on site to mow the tall grass and complete the final lawn restoration throughout the project area. Yesterday, a new lawncare guide was placed behind mailbox flags. It is critical that these guidelines are followed by each homeowner to ensure that the new grass seed comes in as desired. Watering the newly planted lawn areas is very crucial to promote good growth early on.

As of this morning, K&R plans to have S. Hayes (seeding subcontractor) on site this afternoon around 2:00 pm to reapply hydroseed and mulch to the entire project area. It will be critical that the new grass seed is watered on a daily basis (if there is no rainfall) to ensure good grass growth.

There are drainage issues with the final road paving and there are issues with some asphalt driveways that were paved in inclement weather. K&R and Black Gold (paving subcontractor) are working on developing a plan and schedule for addressing these issues. Once more information is available, it will be distributed to everyone in the project area.

Current Status/Progress Report

Earlier this week the project was hydroseeded and mulched. The seed and fertilizer that were applied will sit dormant all winter long and will germinate next spring once the temperature warms up. The straw mulch was applied for three reasons: 1) it will help prevent the topsoil from eroding away over the winter, 2) it will help protect the grass seed until it has a chance to germinate in the spring, 3) and it will help to keep the topsoil moist next spring which is critical for seed germination. It is critical for these reasons that the straw mulch stay in place – do not remove it. K&R will be back next spring to clean up any areas that they could not get to this year.

Silt sacks in catch basins will be removed as requested by the Kent County Road Commission. K&R has been instructed to leave some of the silt sacks in select catch basins and will maintain them throughout the winter.

When parking along side the road, please try to keep all four tires on the asphalt and avoid from parking in the lawn areas. This will help to ensure that the new grass comes in next spring.

This week Plummers Environmental has been televising sanitary sewer laterals for K&R and should be wrapping this work up later this week.

  • Remaining concrete curb and gutter was replaced.
  • Base course paving of Northville Drive was completed.
  • Sidewalk replacement continued along Northville Drive. There is currently a shortage of cement which is a key ingredient in the concrete mix and has forced area plants to cut production which in return has slowed down the anticipated replacement of the sidewalks.
  • Manhole covers and catch basin covers were adjusted.
  • Driveway replacement along Northville Drive
  • Restoration activities continued, the parkway areas were graded out and new topsoil was brought in.
