City of Rockford - Lincoln; Maple; and Courtland Street Improvements

Important Information

This project will replace water, wastewater, and stormwater utilities with a complete reconstruct of streets and sidewalk along portions of Maple, Lincoln and Courtland Streets.

Access/Traffic Control

Access to driveways within the project area will be maintained to the extent possible. When the underground utility work is happening, driveways will be closed and restored with temporary road gravel by the end of the work day. Permanent driveway restoration, such as pouring concrete, will require additional driveway closures at the end of the project.  Please contact the contractor listed below if you have a special need for driveway access accommodations during these periods.

Mail

To facilitate mail service, CL Trucking will coordinate with you and the Post Office and may temporarily relocate your mailbox to a central location.

Garbage Pick-up

Normal trash pickup schedules will continue. When construction work hinders access, CL Trucking will transport trash containers to an accessible location and return them to the property.

Water Service

Water system operation will continue throughout the project, but temporary water shut offs will be needed at various times throughout the project.

Properties with lead or galvanized water services will have their water service line replaced from the main into the building. Such properties will receive separate notice at a later date.

Wastewater Service Connection

Property owners will receive new sanitary sewer lateral piping from the roadway to the right of way line.

Progress Report:

  • Underground Completion: We are pleased to report that all underground utility work on the project is now complete! This is a major milestone allowing everyone to focus remaining efforts on completion of the streets, sidewalk, driveways, and other surface work.
  • Lincoln Street: The focus next week will continue to be on concrete work. Curb and gutter that was constructed out of compliance with project specifications is being removed. We are anticipating several days of concrete pouring with significant progress toward completion of remaining concrete work next week.
  • Maple, Fremont, and Courtland Streets: Various work with manhole covers, sidewalks, and miscellaneous items remain to be completed. We are eager to see remaining miscellaneous items completed in anticipation of top course pavement in the street and project completion.

Progress Report:

  • Lincoln Street: The majority of concrete sidewalk installation on Lincoln Street has been completed with exception to a few small portions that have yet to be poured. Driveway approaches on Lincoln Street has been completed.
  • Maple Street: Topsoil and hydroseeding along Maple Street is complete. Rain garden installation and other minor restoration items have yet to be completed. Lawn repairs will be addressed as needed once the grass begins to grow.

 

Ongoing Challenges:

  • Maple Street Sidewalk: Area residents may have seen portions of the newly constructed sidewalk being removed. This was due to the sidewalk being installed higher than plan grade and out of compliance with ADA standards. The sidewalk will be re-poured to correct the deficiencies.
  • Lincoln Street Curb: Concrete curbs were installed this week. Unfortunately, there were sections of the concrete curb that were installed incorrectly and will have to be replaced.
  • Retaining Walls: Several retaining walls that had been previously installed at incorrect depths are in the process of being repaired and reinstalled.
  • The Silver Lining: While it is unfortunate that these sidewalk, curb, and retaining wall issues have happened, we are grateful they’ve been discovered in a timely manner and will be corrected before the project is complete and without additional expense for the City.

 

Up Next:

Starting next week, placing topsoil and hand seeding along with road gravel and machine grading on Lincoln Street will begin. Concrete curb replacement on Lincoln Street and sidewalk replacement along Maple is also planned for the near future. We anticipate seeing the HMA base course to be placed within the next two to three weeks.

Progress Report:

  • Maple Street: Landscape Restoration on Maple Street is nearing completion. This week, area residents may have seen hydroseed being placed and other minor restoration items.
  • Lincoln Street: Storm sewer lateral construction has been completed. Concrete work has begun and will continue into next week. Residents are reminded to be aware of construction equipment and crews while traveling to school. Alternate routes are advised, and delays should be expected.

 

Up Next:

The underground utility work is nearing completion. A portion of the existing water main on the southern half of Lincoln Street has yet to be removed. After the completion of the underground work, the remaining work will include road paving, lawn restoration, sign installation, concrete work, etc.

Maple Street: Concrete curb, ADA ramp and driveway work has been completed. Unfortunately, a portion of the newly constructed sidewalk at the intersection of Maple and Fremont Street was installed at an incorrect depth. This will be corrected during sidewalk installation along Lincoln Street. Maple Street base paving was completed Tuesday of this week. Landscaping Restoration is underway and is planned to continue into next week.

Lincoln Street: The water main tie-in at Lincoln and Maple Street was completed Wednesday of this week. This was the last tie-in for the project and marks a milestone toward completion of the water main work. Storm sewer construction is planned to be completed by the end of the week. Following storm sewer construction, road grading will commence to prepare for school beginning next week. The base course paving will still not be in place, so drivers should expect a bump in the road at the project limits. Curb installation is planned to begin Tuesday of next week.

 

Maple Street: Concrete curb, ADA ramp and driveway work is underway and is planned to be complete by the end of the week. Maple Street base paving is planned for next week.

Lincoln Street: The water main to the South of Maple Street has passed disinfection testing. This week, connection of water services is underway and is planned to be completed by the end of the week. Sanitary lateral construction is planned to be complete by the end of the week. After sanitary lateral construction has been completed, storm sewer construction is planned to begin and will continue next week.

Maple Street: Restoration on Maple Street is nearing completion. Road Gravel has been placed and machine graded. The base course paving will still not be in place, so drivers should expect a bump in the road at the project limits. Concrete work for sidewalk, curbs, and driveways is underway and will continue into next week.

Lincoln Street: Water main construction to the South of Maple has been completed. The water main has passed pressure testing but has yet to be disinfected before connecting area residents to the new main. Sanitary sewer main construction to the South of Maple has been completed. Sanitary lateral construction is planned to begin next week.

Progress Report:

  • Maple Street: The water main tie-in at Main Street has been completed. All remaining water services along Maple Street are planned to be completed by the end of this week. Concrete work for sidewalk, curbs, and driveways is planned to begin next week.
  • Lincoln Street: All storm sewer installation including laterals and structures on Lincoln Street has been completed between Maple and Courtland Streets. Water main construction to the South of Maple is planned to be completed by the end of this week. Sanitary sewer construction, including laterals, to the South of Maple is planned to begin following water main construction.

Progress Report:

  • Maple St. Storm Sewer: Storm sewer catch basin installation on Maple Street between Monroe and Fremont Street is planned to be completed by the end of this week. The remaining storm laterals on Maple Street are planned to be completed by the end of this week. If the Contractor is unable to complete the laterals by the end of the day on Friday, they will plan to complete the remaining laterals on Saturday.
  • Lincoln Street: Sanitary lateral installation along Lincoln Street was completed on Monday. The water main tie-in at Bridge Street was completed on Tuesday. The old water main has since been removed. The Contractor plans to start storm sewer installation this week along Lincoln Street starting on the north end heading south.
  • Main Street: Exploratory digging for investigation of the old Main Street water main was completed this week. With new information now uncovered, a plan for completing the water main connection has been established. This work is planned for next week, and then the road and sidewalk can be restored.

Progress Report:

  • Maple St. Storm Sewer: Storm sewer installation on Maple Street between Fremont and Lincoln Street was completed this week. Storm laterals on Maple Street are planned to begin this week with additional work to be performed on Saturday. Storm lateral installation is planned to continue the following week.
  • Lincoln Street: Water service and sanitary lateral installation along Lincoln Street is in process and is planned to continue next week.

 

Overall Progress:

The project remains on track with the original project schedule. The northern part of Lincoln Street from Courtland Street to the Middle School driveway is expected to be completed before school is in session. Completion of the entire project is expected in early October.

  • Fremont St. Storm Sewer: Storm Sewer Installation on Fremont Street has begun and is anticipated to be complete by the end of the week.

  • Lincoln St. Sanitary Sewer: Sanitary sewer installation on Lincoln Street between Courtland and Maple Streets was completed this week. Lateral installation along Lincoln Street will begin by the end of this week and will continue next week.
