City of Whitehall - Lakeview; Lewis & Wilshire Improvements

Important Information

This project will make various infrastructure improvements to several areas in the City of Whitehall during the 2022 Construction Season.

  • A sanitary sewer main will be repaired at the intersection of Alice and Elizabeth and Elizabeth Street will be resurfaced from Alice Street to Slocum Street.
  • The Sanitary Sewer main will be replaced in Lakeview Street from Misco Drive north to Muskegon Avenue. This will also include some drainage improvements and road reconstruction with some new curb and gutter between Misco Drive and Lewis Street.
  • The Water Main will be replaced in Lewis Street between Lakeview Street and Mears Avenue. This will also include some drainage improvements, road reconstruction and new concrete curb and gutter.
  • The Water Main will be replaced in Peach Street between Sophia and Slocum Streets and the road will be resurfaced. South of Sophia, there will be some water service replacements as the City eliminates a parallel water main between Alice and Sophia.
  • The Water Main will be replaced in Wilshire Drive and be looped back to Peach Street through an easement. Wilshire Drive will receive reconstructed pavement.
  • Hall Street between Sophia and Slocum Streets will be resurfaced with new asphalt pavement.

 

Access/Traffic Control

The roads will be open for emergency access and deliveries, except during pavement operations which may close the road for a few hours while pavement is being placed. Please use caution when driving through these and all construction work zones. Mail and garbage deliveries should not be affected as access should be maintained throughout construction.

Water Service

Temporary water shutdowns will be required to connect new water main to existing water mains. Advance notice will be provided prior to shutdowns.  Shudown duration will be limited to the extent practical. Existing water service lines within the project area may be replaced as necessary to meet current standards. Customers adjacent to the construction area may have their water service interrupted temporarily while the Contractor replaces their service. The Contractor will coordinate with each customer prior to interrupting service.

Work is expected to last most of the summer with completion in October 2022.

2023 update! We have some unfinished business from last year to attend to.

Mostly, this work is at Wilshire and Peach. The supply chain woes of last year pushed this project a little too deep into the fall and winter shut down the project before we could get the final course of asphalt down and all the concrete work completed.

Next week, our Contractor is planning to return to:

  • Begin removing driveway approaches on Wilshire and other areas in anticipation of replacing them with concrete.
  • Place concrete curb and gutter in the cul-de-sac of Wilshire
  • Place concrete curb and gutter at the intersection radii
  • Replace concrete driveway approaches
  • Continue restoration efforts unfinished in the spring
  • Begin prepping the roadway for the final course of asphalt

 

Brush is out on the streets for pickup and the City will try to get this picked up early the week of May 1.  We are shooting to have the top course of asphalt done either late the first week of May or early the second week of May, weather depending. Final restoration will also take place.

We are thankful that we are getting closer to the end of this construction season and for all of your patience during this project.

Even with a short week, the Contractor completed the following:
  • Completed the last water main tie-in at Slocum and Peach – We did learn that the existing water main here is in worse shape than we originally expected, so we will be looking at replacing more water main as soon as we can. This will be on the south side of Slocum between Iowa and Peach and it may involve replacing the old water main on Iowa as well between Slocum and Sophia.
  • Continued to remove and abandon the old water main in Peach
  • Continued to rebuild road on Wilshire and Peach with new sand, underdrain, and road base gravel

 

The Contractor is not planning to work after today to give their crews a Thanksgiving Holiday with their families. They will return Monday, November 28.

Next week, with the warmer weather the Contractor is planning to:
  • Place the first course of asphalt on Wilshire and Peach.  The top course of asphalt along with the concrete curb and gutter at the intersection of Peach and in the cul-de-sac will be done in the spring.
  • Place temporary asphalt on driveway approaches that were removed.  Please note that this is temporary until spring and concrete driveway approaches, sidewalk and curb will be replaced in the spring.
  • Clean up the site, demobilize and make sure the site is safe for the winter.
  • Mailboxes will be restored
  • Next week is likely the last week of work until completion in the spring.
This past week, the Contractor completed the following work:

 

  • Completed all water service replacements and reconnections to the new water main
  • Removed poor soil under Wilshire Drive from in front of address 1116 Wilshire to the south and cul-de-sac
  • Installed underdrain pipe to help keep the road bed drained
  • Installed new gravel road base material on Wilshire Drive
  • Completed water main connections from the new water main to the existing system at Sophia (today) and Peach

 

**Currently, Peach is closed to through traffic between Sophia and Slocum.  Use caution when traveling down Wilshire.**

 

Anticipated work over the next 2 weeks:

 

  • Monday, 11/21 – finish the last water main connection at Peach and Slocum
  • Continue removing poor soil under the roadway and replace with sand and road gravel
  • Install additional 200-feet of underdrain on Wilshire from Peach to the curve
  • Place first course of asphalt on Wilshire
  • Replace driveway approaches

 

This past 2 weeks, the Contractor completed the following work:
  • Finished all the water main installation on Peach and Wilshire, pressure tested, disinfected it, tested it and tied it into the existing water system
  • Replaced or reconnected nearly all the water services to the new water main
  • Relocated an existing hydrant at Peach and Alice
  • Began removing and abandoning the old water mains
  • Started the process to rebuild Wilshire and Peach
  • Placed a protective coating on the road at Lewis for snowmobiles on the Pathway

 

**Currently, Peach is closed to through traffic between Sophia and Slocum.  Use caution when traveling down Wilshire.

 

Anticipated work over the next 2 weeks:
  • Monday, 11/14 – finish the last water services and tie in the last bit of water main
  • Tuesday, 11/15 – begin rebuilding the roadway of Peach and Wilshire. Work will begin at the cul-de-sac on Wilshire and they will work their way out cutting down the dirt and backfilling with road gravel
  • Setting new or adjusting existing storm drains
  • Rebuild road with gravel for the remainder of the week
  • Rebuild concrete driveways, sidewalk and curb & gutter
  • We are hoping to get the first layer of asphalt down (about 1-1/2”) right before Thanksgiving
  • The remainder of the asphalt will likely be placed in the spring
This past week, the Contractor completed the following work:
  • Installed roughly 750 feet of new water main on Wilshire and Peach Streets.
  • Completion of the Restoration on Lakeview and Lewis Streets.
  • There may be some work being performed tomorrow – Saturday, October 29, 2022.

 

Currently, Peach is closed to through traffic between Sophia and Slocum. Use caution when traveling down Wilshire.

 

Anticipated work over the next 2 weeks:
  • **Clean up the overall site on Wilshire and Peach for Trick or Treating**
  • Sign replacement on Lakeview and Lewis.
  • Testing and sampling of the new water mains on Peach and Wilshire.
  • Connections of new water mains and removal of old water mains.
  • Replacement of water services to the new water main.
  • Begin road restoration on Wilshire with new sand subbase and road gravel – NOTE Weather Delays on this project may only allow the first course of asphalt being installed on Wilshire and Peach. The top final course will likely be installed in the spring. The asphalt will be roughly 3” thick when we’re done, so the first half (1.5”) may be done this year and the top course (1.5”) in the spring.
  • Place protective material for snowmobiles on Lewis at the Pathway.

 

Work Completed This Week
  • Placed top course of asphalt on Lakeview St, Lewis St, and Muskegon Ave.
  • Continued landscape restoration on Lakeview St, Lewis St, and Muskegon Ave.
  • Continued watermain replacement on Wilshire Drive.
  • New watermain was horizontally drilled between Wilshire Drive cul-de-sac and Peach St.
  • Concrete watermain thrust restraints formed and poured.

 

Anticipated Work Next Week
  • Continue placing new watermain on Wilshire Dr. and Peach St.
  • Pressure test & sampling of newly placed watermain.
  • Sign replacement on Lakeview and Lewis streets.
 

**Currently, Lakeview Street is Closed to THRU Traffic between Misco Drive and Muskegon Avenue. Lewis Street is also closed to THRU traffic between Lakeview and Mears.  Access is being maintained for emergency purposes and for local residents and businesses.**

Although we had an extraordinarily wet week, we were able to get some work done out on the construction sites in Whitehall this week.

 

The Contractor over the last Week worked on the following:
  • Removed pavement on Peach between Sophia and Slocum
  • Removed pavement on Wilshire Drive (FINALLY!)
  • Began water main replacement on Wilshire Drive – roughly 150’ of water main after today
  • Paved the asphalt driveway approaches on Lakeview and Lewis, including the White Lake Pathway (ongoing as I type this)
  • Continued landscape restoration on Lakeview and Lewis Streets

 

Currently, Lakeview Street is Closed to THRU Traffic between Misco Drive and Muskegon Avenue. Lewis Street is also closed to THRU traffic between Lakeview and Mears.  Access is being maintained for emergency purposes and for local residents and businesses.

Peach is closed to through traffic between Sophia and Slocum.  Use caution when traveling down Wilshire.

Anticipated work over the next 2 weeks:
  • Pave top course of asphalt on Lakeview, Lewis and the intersection of Muskegon Avenue – Currently scheduled for early next week – this was washed out this past week.
  • Drill a new water main on Tuesday between the cul-de-sac on Wilshire out to Peach Street
  • Demobilize from the Lakeview and Lewis areas
  • Sign replacement on Lakeview and Lewis
  • Continue water main replacement on Wilshire and Peach – Water main Pipe should be completed by the end of next week or early the week of October 24
  • Testing and sampling of the new water mains
  • Connections of new water mains and removal of old water mains
  • Replacement of water services to the new water main
Work completed last week:
  • Adjusted manhole covers and valve access covers to the final pavement grade
  • Completed grading and compaction of gravel grade for driveway approaches that will receive asphalt
  • Graded a swale on the east side of Lakeview Street north of Lewis Street
  • Placed erosion control rocks at the culvert near the White Lake Pathway and Lewis Street
  • Began placing topsoil and restoring lawns on Lakeview and Lewis streets

 

Currently, Lakeview Street is Closed to THRU Traffic between Misco Drive and Muskegon Avenue. Lewis Street is also closed to THRU traffic between Lakeview and Mears. Access is being maintained for emergency purposes and for local residents and businesses.

Also, the White Lake Pathway is still closed for a few more days until the asphalt is replaced at Lewis Street.

  • Place asphalt in driveway approaches, including the White Lake Pathway
  • Pave top course of asphalt on Lakeview, Lewis and the intersection of Muskegon Avenue
  • Complete the landscape restoration
  • Demobilize from the Lakeview and Lewis areas
  • Sign replacement on Lakeview and Lewis
  • Remove pavement on Wilshire Street, east of Peach
  • Remove pavement on Peach between Sophia and Slocum
  • Begin water main replacement on Wilshire and on Peach north of Sophia

We had a very busy and productive contractor the last 2 weeks.

 

In the last 2 weeks, the Contractor has been busy working on:
  • Repairs to the sanitary sewer main on Lakeview Street between Misco and Lewis
  • Grading and preparations for pavement and concrete curb and gutter on Lakeview and Lewis
  • Completion of concrete curb and gutter on Lakeview and Lewis last week
  • Completion of concrete driveway approaches
  • Grading and compaction of road gravel base material
  • Backfilling material behind the new curb and gutter
  • Adjustment of manhole covers and drainage structures
  • Placement of the base course of asphalt on Lakeview and Lewis

 

Currently, Lakeview Street is Closed to THRU Traffic between Misco Drive and Muskegon Avenue. Lewis Street is also closed to THRU traffic between Lakeview and Mears.  Access is being maintained for emergency purposes and for local residents and businesses.

Anticipated work over the next 2 weeks:
  • Restoration of lawn areas on Lakeview and Lewis Streets
  • Adjustment of drainage structures, manhole covers and valve boxes in the new asphalt to the final grade
  • Placement of the top course of asphalt on Lakeview and Lewis
  • Sign replacement on Lakeview and Lewis
  • Remove pavement on Wilshire Street, east of Peach
  • Remove pavement on Peach between Sophia and Slocum
  • Begin water main replacement on Wilshire and on Peach north of Sophia

For those on Lakeview and Lewis, the end of the construction is starting to come into focus.  There are some inconveniences coming with the concrete, but it will come together pretty quickly after the concrete is completed.

Here are some items the Contractor worked on this past week:
  • Grading and shaping the gravel road base for concrete curb and gutter placement which is tentatively scheduled to begin Monday
  • Completed 4 water service replacements on Peach Street
  • Testing of the new sanitary sewer main on Lakeview
  • Clean up driveway approaches for replacement next week

**NOTE** For water services replaced – Please be sure to flush all water fixtures in the building, including hot water and exterior fixtures.  This will remove any air that might be trapped in the water lines.

Anticipated work over the next 2 weeks:
  • Make repairs to new sanitary sewer main on Lakeview Street between Misco and Lewis Street based on inspections and tests done on the new pipe
  • Placement of Concrete Curb and Gutter on Lakeview between Misco Drive and Lewis Street AND on Lewis between Lakeview and Mears Avenue
  • Placing driveway approaches on Lewis and Lakeview Street
  • Please be careful of the string lines that will be installed prior to the concrete curb getting installed.  They can be difficult to walk over.  If you need assistance, please let us know.
  • Please note that the concrete will need to cure for a minimum of 3 days before driving over it.  You may walk on it within about 3-4 hours of it being poured depending on the temperature.  PLEASE, do not write in the concrete.  It will need to be removed and replaced and it is very costly.
  • Additional water service work on Peach Street
  • Pavement will be removed soon on Peach Street between Sophia and Slocum and on Wilshire Drive for the water main replacement to take place.
