City of Whitehall – North Mears Ave. Parking Lot Improvements

We are four weeks into the parking lot project and although it may not show it on the surface, a lot has been accomplished.

The  Contractor has worked on the following this past week:

  • Completed the new storm sewer collection system installation
  • Installed the foundation forms for the new light poles – they poured the concrete in them this morning
  • Installed conduit for new irrigation system and for the electrical system for the new lighting
  • Installed the gas service and line for the new fire place
  • Removed concrete sidewalk
  • Began shaping for the new parking lot
  • Relocated the existing Fire Hydrant

 

Plans for next week, April 12:

  • Continue to remove sidewalk and old curb & gutter
  • Remove any other miscellaneous structures
  • Grading to ‘sand grade’, which is the level where the new pavement is built up from which includes the gravel base material.
  • Complete laying out the new electrical

 

Reminder:

Please do not try to move barricades over the weekend or try to park in the parking lot. The parking lot is closed. All work planned is weather dependent, but the Contractor is still on schedule to be complete in late June 2021.

After three weeks of work on the parking lot, here is where we stand on this Good Friday.

The contractor has accomplished the following work:

  • Continuing removals of the old storm system
  • Rerouting some storm sewer based on existing buried infrastructure
  • Nearly completed the new storm water collection system
  • Removing some sections of the sidewalk for installation of the new lighting bases.
  • Removing nearly all of the old lighting and electrical for the parking lot
 

Plans for next week, April 5:

  • Complete the storm sewer system
  • Clean up the work site, including the removal of poor material
  • Begin rough grading for aggregate
  • Layout and potentially install conduit for irrigation and electrical
  • Install new bases for new lighting
  • Install new gas service for the fire pit

Progress Report

We have come to the end of the first week of work on the North Mears Parking Lot Improvement project in the City of Whitehall.

This past week the Contractor completed the following work:

  • Installed Traffic Control Devices and closed off the Parking Lot
  • Began and completed the removals of the asphalt surface of the parking lot
  • Began removing the old storm drainage system for the parking lot
  • Began removing the old gravel base material (much of it was old slag material)
  • Staked the layout of the proposed storm sewer system
  • De-energized the existing lighting system in the parking lot and began removals of some of the light poles
  • Removed trees from the islands of the parking lot
  • Began preparation for the installation of the new storm sewer

 

There was also a lot of investigation into where things were buried such as where the water main is, planning for the new gas service, planning for the new irrigation system and making minor adjustments to utility locations as necessary.

 

Next week, the Contractor is planning to work on:

  • Installing the new storm drainage system for the parking lot.
  • Uncover roof drain connections for connections into the new drainage system.
  • Continue to remove the old gravel slag material that was under the asphalt.

The parking lots were closed this morning without any incidents, so thank you all for your cooperation and patience! Pavement removals began today at the west end of the parking lot and the Contractor is proceeding nicely. Concrete walkways along Mylan’s and behind the businesses are part of this project, and therefore, will be removed and replaced. However, the Contractor will keep them in place as long as possible until the concrete work is planned. They will remove it a few days before the new concrete is ready to be formed and poured. For now, just the parking lot will be removed, as well as the concrete walk next to the existing Christmas Tree for the installation of the new storm drainage system.  
The City of Whitehall is replacing the public parking lots at the north end of Mears Avenue. The project will begin today, Monday, March 15 and will be ongoing through the end of June 2021. The work will involve the removal and replacement of the parking lots on either side of Mears Avenue north of Colby Street. These lots are owned by the City of Whitehall. While the construction takes place, there will be NO PARKING allowed in these lots. Access will only be available for deliveries. Other work that will take place will involve new drainage for the parking lot, new lighting, new walkways, new seat walls, landscaping, a place for the community holiday tree, an outdoor natural gas fire place, benches, and trash receptacles. You can check out the City's project vision here. McCormick Sand will be the general contractor. They will also have numerous sub-contractors onsite. The project was designed by, and the construction will be administered by, Prein&Newhof of Muskegon.   We are expecting the following work to begin next week, March 15, 2021:
  • Installation of soil erosion control measures (silt fence)
  • Closure of the parking lot with barricades: Closure signs will be placed:
    • At the north end of First Street.
    • On the north leg of Mears Avenue at the traffic signal at Colby Street.
    • At the west end of the parking lot behind Bell’s Furniture.
  • All pavement in the parking lot will be removed.
  • Work will begin on the new storm drainage system.
  • For safety purposes, the Contractor will be limiting the pedestrian access to allow pedestrians to get to businesses from other parking lots.
  Work anticipated the week of March 22, 2021:
  • Installation of the new storm drainage system
    • New drainage structures
    • New pipes
  • Continued removal of existing pavement and sidewalk
  Existing lighting is expected to be disconnected and removed the week of March 29. Please remember that all work is weather dependent. The Contractor will work with the U.S. Postal Service so that mail gets delivered, and they will work with garbage collectors to ensure refuse is picked up on its normal scheduled day(s).
