City of Whitehall – North Mears Ave. Parking Lot Improvements

What a week of activity we had in the North Mears Parking Lot area!

This past week, the following work and activity took place:

  • The parking lot was striped on Sunday, June 13, and the parking lot was opened to to the public for parking on Monday, June 14!
  • The masons set the seat wall caps and brick on the seat walls.
  • The fire place was installed today and is operational with the gas meter being set this morning.
  • Over the weekend, an underground power line was determined by Consumers to be faulty and a temporary line was installed overhead. This had nothing to do with the construction in the parking lot. This temporary overhead line was hit by a semi truck & trailer and pulled down one of the new decorative street lights and damaged another one on Monday afternoon. Trucks are allowed in the parking lot, but the line was too low. The line was replaced today by crews working for Consumers Energy which required some cuts in the new asphalt and concrete sidewalk.

 

Work will continue for a few days next week, but this will be the final update for this project unless another notice is necessary.

 

Additional work that remains to be completed, most of which will be done next week:

  • Caulking of concrete joints
  • General cleanup of site
  • Restoration of asphalt and concrete by Consumers Energy and their crews
  • Installation of the brick logo
  • Sandblasting some lettering into the concrete
  • Completion of the brick masonry on the seat walls
  • Two (2) electric vehicle charging stations will be installed

 

Additional work that will likely remain AFTER next week, but should not affect the parking lot’s overall operation:

  • Connection of the electric vehicle charging stations
  • Final touchup of restoration – grass & landscaping
  • Installation of a privacy fence around the electric transformers – (Materials on Backorder, so this could be later in the summer)
  • Repairs to the lighting
  • Miscellaneous punch-list items

A lot of things happened this week after a last week’s slow progress. We are getting very close to the end of this project; we thank you for your patience.

I know it is tempting to use the parking lot, but please remember it is still CLOSED. It needs to remain closed until the striping is added and the paint is dry.

 

This past week, the following work was completed:

  • Work on the irrigation system was completed – this includes the irrigation along Colby downtown.
  • All plantings were installed and landscaping completed.
  • Furniture (benches and trash receptacles) was installed.
  • Lighting was energized and should be operational at night. We do know that one of the lights is not working and it will be fixed soon.
  • The parking lot was cleaned and prepped, and the top course of asphalt is being installed today.
  • Masonry structure for the seat walls was worked on.
  • Concrete section that was broken was replaced.
  • Concrete joints were sealed.

 

The Contractor is planning to work on the following next week, June 14, 2021:

  • Parking lot striping is tentatively scheduled for Sunday, June 13. If striping is completed on Sunday, the parking lot will be open to the public on Monday, June 14!
  • Brick logo will be worked on.
  • We expect the stone caps for the seat walls to be delivered and installed.
  • Masonry for the seat walls and fire place will be worked on.
  • Completion of the fireplace is Friday, June 18 (subject to change).
  • We are planning for a Ribbon Cutting to be late in the week of June 21.

 

All work planned is weather dependent.

As you may have heard, there have been some material shortages across the country and delays in getting materials for projects. This project is no exception. Therefore, there were no real large changes to the project this week, but we are being assured that will not be the case next week.

Please remember that the parking lot is CLOSED. Please DO NOT ENTER the parking lot with vehicles over the weekend!  Walking through the parking lot is allowed, but please be aware there are many trip hazards and the lights are not yet functional, making it dark at night.

 

This past week, the following work was completed:

  • Work on the irrigation system was done
  • General site cleanup was performed

Due to the lack of significant changes, there was no need for any new photos this week. Please stay tuned for next week!

 

The Contractor is planning to work on the following items next week, June 7, 2021:

  • Landscaping and planting work will be accomplished
  • Completion of the irrigation system
  • Completion of the lighting and electrical system
  • Work on preliminary punchlist items that need to be addressed
  • Pave the last course of asphalt late in the week

Some of the materials have been postponed or back-ordered, but while things were looking like an early completion (before the end of June) it appears the project may be finished simply on time. A lot will depend on what materials can get delivered and installed over the next 2 weeks.

As we honor and remember those who have made the ultimate sacrifice for freedom this weekend, I wanted to provide a quick update on the progress of the improvements to the North Mears Parking Lot area. This past week, the following work was completed:

  • Concrete areas have been completed
  • Bollards have been installed
  • Topsoil was spread in the areas for restoration
  • Drainage structures were adjusted for the final elevation of the parking lot

 

The Contractor is planning to work on the following items next week, June 1:

  • Work in the irrigation system, landscaping and plantings
  • Masonry Seat Wall Construction
  • Complete the lighting system
  • Work on Brick Sail Logo
  • Potentially pave the last course of asphalt late in the week

All work planned is weather dependentWe are nearing the end of construction with a potential to be complete in the third week of June, about a week earlier than anticipated.  This is also dependent on material deliveries, some of which have been back ordered due to the pandemic.

The beautiful weather this week led to a lot of productive progress on the North Mears Parking Lot Improvements project.  The new asphalt makes it oh so tempting to park back there, but please know there are a lot of exposed dangers back there and the base course is still very fragile.  Please refrain from parking in the parking lot until it is fully opened.

 

This past week, the following work was performed:

  • Additional concrete was poured bringing the total complete to approximately 90%
  • Asphalt base course was placed
  • All but 2 of the light poles have been installed
  • Stone base material for the seat walls have been installed around the fireplace

 

The Contractor plans to work on the following items next week, May 24:

  • Finish the remainder of the concrete
  • Work on irrigation system, landscaping and restoration in planting areas
  • Masonry work on the seat-walls

Finally, the temperatures seem to be warming up and staying warm as we finish the ninth week of construction on the Parking Lot Improvements.

 

This past week, the following work was performed:

  • Concrete was poured around the planters along the northwest side of the parking lot
  • Sidewalks placed behind the curb along the businesses
  • Saw cutting the joints in the new concrete was completed
  • Bases for the bollards were installed
  • Grading and preparation of the gravel base material was done

 

The Contractor is planning to work on the following items next week, May 17, 2021:

  • Finish grading the parking lot gravel base material
  • Asphalt paving of the 1st course of asphalt is tentatively planned for Tuesday, May 18
  • Additional concrete work
  • Electrical work
  • Install precast concrete bases for the seat walls

Our first week of May is done, along with our eighth week of construction on the parking lot improvements. We had a few delays this week due to the weather and the cold, so not as much work was completed as we all had hoped.

 

This past week, the following work was performed:

  • Nearly all of the concrete curb and gutter has been completed
  • Decorative Concrete was poured near the Holiday Tree and around the new Fire Place
  • More backfill and grading was done in preparation of the concrete around the features poured last week

 

The Contractor is planning to work on the following items next week, May 10, 2021:

  • Completion of concrete curb and gutter
  • Pouring of sidewalk behind curb and gutter areas
  • More decorative concrete work around the center of the parking lot area and along the north seat wall
  • Grading and compacting of aggregate gravel in preparation of the first course of asphalt
  • If the precast concrete bases for the seat walls are ready, they will be installed later next week

Asphalt paving is now tentatively planned for the week of May 17. This is dependent on the weather and on the progress of the curb and gutter. This will only be the first course of asphalt.

Crews pouring regular concrete near the concrete around the ribbons of decorative concrete previously poured this week.

As the trees begin to show signs of life again and green up, the seventh week of construction on the parking lot showed some more progress.

 

This past week, the following work was performed:

  • Rough grading and backfilling around the north seat wall poured last week has been done
  • Concrete planter boxes have been poured
  • The footings and foundations for more seat walls and the fire pit were poured
  • The footings for the electric vehicle charging stations were installed

 

The Contractor is planning to work on the following items next week, May 3, 2021:

  • Concrete Curb and Gutter is currently planned for Monday, May 3 (weather dependent)
    • This work may be ongoing all week with the curbs around the islands
  • Once curb and gutter is installed, sidewalks along the businesses will be replaced.
    • Please remember to NOT step in the concrete. It should take a few hours for it to cure before walking on it. It takes a bit longer in the colder weather.  Thank you for respecting the fresh concrete!
  • More concrete planter boxes will be poured
  • Framing and layout for the concrete flat work south of the seat wall will begin and additional concrete may be poured there

Asphalt paving is now tentatively planned for the week of May 10.  This is weather dependent and dependent on the progress of the curb and gutter. This would only be the 1st course of asphalt.

Despite the colder temperatures, work progressed on the parking lot and we are now six weeks into the project.

This past week, the following work was performed:

  • The last bit of removals were finished.
  • Grading and compacting the gravel base for the new concrete curb and gutter was done.
  • The curved seat wall was framed, formed, steel reinforcement and concrete was poured.
  • The gas service for the fire pit was completed.
  • The water service for the irrigation was rebuilt.
  • Work on the Electric Vehicle Charging Station took place.
 

No secret to anyone local to the community, but the Contractors are enjoying the beautiful spring views from their work site!

The Contractor is planning to work on the following items next week, April 26, 2021:

  • More concrete work on the wavy seat wall at the NW corner of the parking lot
  • Preparation for other seat wall
  • Begin pouring concrete curb and gutter. Areas to be focused on will be along the back side of businesses at the south end of the parking lot and along Mylan’s Restaurant
  • Once concrete curb and gutter is poured, the sidewalks in the areas behind the businesses at the south end of the parking lot will be poured as well as along the north east side near Mylan’s

After five weeks of work, the parking lot is beginning to take shape as we work towards building more surface items.

 

In the past week, the Contractor has worked on:

  • Cutting the grade for the new gravel base material.
  • Cutting the grade for the new seat wall.
  • Installing new gravel base material for the pavement.
  • Completing more miscellaneous removals.

 

Plans for next week:

  • Begin pouring the wavy seat wall on the north side of the parking lot
  • Begin pouring concrete curb and gutter. Areas to be focused on will be along the back side of businesses at the south end of the parking lot and along Mylan’s Restaurant
  • Once concrete curb and gutter is poured, the sidewalks in the areas behind the businesses at the south end of the parking lot will be poured as well as along the north east side near Mylan’s
  • Work on the Electric Vehicle Charging Station will take place
