City of Rockford - Summit Avenue & 12 Mile Road: Water System Improvements

Important Information

This project is being constructed to provide municipal water service to area residents impacted by PFAS contamination.

Access/Traffic Control: Access to driveways within the project area will be maintained to the extent possible. When the water main work is happening, driveways will be closed and restored with temporary road gravel by the end of the work day. Permanent driveway restoration will require additional driveway closures at the end of the project.  Please contact the contractor listed below if you have a special need for driveway access accommodations during these periods.

Mail: To facilitate mail service, Dean’s Excavating will coordinate with you and the Post Office and may temporarily relocate your mailbox to a central location.

Garbage Pick-up: Normal trash pickup schedules will continue. When construction work hinders access, Dean’s Excavating will transport trash containers to an accessible location and return them to the property.

This Week:

  • Dean’s Excavating completed installation of water service stubs up to Wrens Way.
  • Dean’s continued 12-inch water main installation along Summit Avenue and will be installing the last water main for 2023 today (Friday). The water main will end just south of 12 Mile Road and be completed down 12 Mile Road next spring.
  • Concrete curb was poured at Tradewind Drive.
  • After repairing a leak last Friday, Dean’s and the City of Rockford successfully pressure tested and disinfected the next section of water main north of Wrens Way.

 

Next Week:

  • Dean’s will pressure test and disinfect the last section of water main up to 12 Mile Road.
  • Dean’s will install water services on the next section of water main north of Wrens Way Tuesday/Wednesday.
  • Driveway and road patch paving is scheduled for middle of next week.

This Week:

  • Dean’s Excavating continued 12-inch water main installation between along Summit Avenue and is nearing 12 Mile Road.
  • Dean’s attempted to pressure test the next section of water main north of Wrens Way Court and determined there is a leak in the pipe.
  • Dean’s is looking for the leak today (Friday) and will repair it after the leak has been located.
  • Dean’s had a second crew on site this week working on restoring the roadside where the water main was installed.

 

Next Week:

  • Dean’s will work on installing water service stubs toward each house between Whirlwind Drive and Wrens Way Court the first half of next week.
  • Dean’s will go back to installing water main toward 12 Mile Road end of next week after water service installations have been completed.
  • Concrete curb is tentatively scheduled to be poured at Tradewind Drive.

This Week:

  • Dean’s Excavating completed 12-inch water main installation between Tradewind Drive and Wrens Way Court. Dean’s continues to install water main north of Wrens Way Court today (Friday) after being rained out yesterday.
  • Dean’s completed the stream crossing and associated restoration just south of Wrens Way Court middle of the week.
  • Concrete curb and gutters were replaced at Whirlwind Drive as well as one concrete driveway.
  • The road patch in Summit Avenue and Whirlwind Drive was paved as well as some of the asphalt driveways south of Tradewind Drive.

 

Next Week:

  • Dean’s will continue to install water main along Summit Avenue north of Wrens Way Court.
  • Dean’s will pressure test and disinfect the next section of water main between Whirlwind Drive and Wrens Way Court. You can expect to see a lot of water coming out of fire hydrants next week, even if they are unattended. Do not be alarmed, this is completely normal.

This Week:

  • Dean’s Excavating connected the first section of new water main to the existing water main at 11 Mile Road after successfully testing the water main between 11 Mile Road and Whirlwind Drive last week.
  • Dean’s replaced some storm sewer culverts that had to be removed for water main construction.
  • Dean’s installed water service stubs between 11 Mile Road and Whirlwind Drive.
  • Private water service contractors began submitting quotation forms for the private water service work on Summit Avenue. If you have any questions about this process, please reach out to Jeremy Kamp – (616) 432-6709.
  • Dean’s moved back to water main installation at Tradewind Drive today (Friday).

 

Next Week:

  • Dean’s will continue to install water main between Tradewind Drive and Wrens Way Court.
  • Dean’s will install water main across the unnamed stream between Tradewind Drive and Wrens Way Court and restore this area.
  • Some concrete curb and driveway work is scheduled for early next week.
  • Once the water main is installed north of Wrens Way Court Dean’s will begin pressure testing and disinfecting the next section of pipe.

This Week:

  • Dean’s Excavating continued water main construction along Summit Avenue and has installed the 12-inch water main through Tradewind Drive.
  • The new water main from 11 Mile Road to Whirlwind Drive was pressure tested to confirm there are no leaks in the main.
  • Dean’s and the City of Rockford completed disinfection testing of the new water main the second half of this week.
  • Summit Avenue is closed to thru traffic, open to local traffic only, and will remain closed throughout October. The posted detour route is Wolven Avenue to the west. Please be mindful of the construction crew while driving through the work zone. For everyone’s safety we ask that you avoid driving through the immediate construction zone when possible.

 

Next Week:

  • Dean’s will prepare for the water main tie-in to the existing water main at 11 Mile Road on Monday.
  • Pending passing disinfection testing results, Dean’s will complete the water main tie-in at 11 Mile Road on Tuesday. A shut down of the existing water main is necessary to facilitate this and will impact water service to a few residents between 11 Mile Road and Rockview Drive.
  • Dean’s will also begin to dig pits at water service locations Monday and Tuesday in preparation for directional drilling of water services across Summit Avenue.
  • Water service installation between 11 Mile Road and Whirlwind is scheduled to begin on Thursday. If you have not already placed your stake where you want your water service installed it is critical that you do this over the weekend.

  • Dean’s is not on-site today (Friday) due to staffing shortages but will be back on-site Monday next week.
  • Summit Avenue is closed to thru traffic, open to local traffic only, and will remain closed throughout October. The posted detour route is Wolven Avenue to the west. Please be mindful of the construction crew while driving through the work zone. For everyone’s safety we ask that you avoid driving through the immediate construction zone when possible.

  • Dean’s will cross Whirlwind Drive with water main on Monday. Dean’s will maintain access throughout the crossing, but delays can be expected.
  • Water main construction will continue to the north next week.
  • There may be periods of the day where your driveway is temporarily impacted by water main construction. Dean’s will work with you to avoid any conflicts with access and restore your driveway with gravel as soon as possible.

This Week:

  • Dean’s Excavating began water main construction along Summit Avenue at 11 Mile Road.
  • The water main was installed across Summit Avenue, just north of 11 Mile Road, and water main construction continued north along the west side of the road.
  • Summit Avenue is closed to thru traffic, open to local traffic only, and will remain closed throughout October. The posted detour route is Wolven Avenue to the west.

  • Dean’s will continue installing water main to the north along the west side of Summit Avenue.
  • There may be periods of the day where your driveway is temporarily impacted by water main construction. Dean’s will work with you to avoid any conflicts with access and restore your driveway with gravel as soon as possible.

Construction Status:

On May 9, 2023, the City of Rockford awarded the water main construction contract to Dean’s Excavating of Sand Lake, MI. This project is designed to connect homes to municipal water that have been affected by PFAS contamination.

Construction is scheduled to begin on Tuesday, September 5. Only the water main and water service stubs along Summit Avenue will be installed this year (2023). First thing next spring, Dean’s will complete the water main construction along 12 Mile Road. The Dean’s contract will construct the water main along the road and short water service stubs toward each house. You will receive more information regarding how to connect your water service from the stub into your house at a later date.

Water main will be installed along the west side of Summit Avenue and the north side of 12 Mile Road. There will be short periods of time when water main is being installed in front of your house and your driveway will be inaccessible. Dean’s will work to restore driveways as soon as possible during the day and will ensure that all driveways are accessible by the end of the workday. During construction, the road will be closed to thru traffic and open to local traffic only. Alternate routes are advised, and delays should be expected. Caution is advised while driving through the project area. For the safety of all residents and construction crews, we ask that residents stay out of the immediate construction area and be aware of construction equipment moving throughout the project area.

  • Water main construction along Summit is anticipated to be completed by November 2023.
  • Water main construction along 12 Mile Road is anticipated to begin April of 2024.
