City of Muskegon Heights - Water Supply System Improvements

Important Information

The work will involve installing new drinking water mains, valves, hydrants and water service pipes from the street to inside the home. It will also involve drainage improvements and full removal and replacement of the pavement, curb and gutter on the following streets and blocks:

  • 7th Street, Oakwood to Summit
  • 8th Street, Oakwood to Summit
  • Rotterdam, 9th to 8th Street
  • Amsterdam, Highland to 6th Street
  • Summit, 7th to 6th Street

 

Work on 8th Street between Oakwood and Summit and on Rotterdam between 9th and 8th Street will continue until Memorial Day Weekend.  New pavement on 8th and Rotterdam is scheduled to be installed in May 2023.  Additional work will continue on 7th Street between Oakwood and Summit and on Amsterdam between Highland and 6th Street later in the summer and is currently scheduled to begin the week of July 24, 2023 and will continue until early November, 2023.

Roads will be closed to thru traffic, but open to residents. Garbage pickup will be done on your normally scheduled day. Mail delivery should not be affected. Some limited access to driveways will take place with new concrete curb and driveway approach installation to allow for concrete to cure.

Total Project Budget: $4.46 Million (Legal, Design, Inspection, Construction)

Construction Budget: $3.65 Million

Work Completed this Past Week:

  • Completion of removals of driveway approaches and concrete curb and gutter on 7th Street, between Oakwood and Summit and on Amsterdam between Highland and 6th
  • More materials and equipment were delivered to the site
  • Water main pipe was installed between Oakwood and Amsterdam

 

Work Anticipated Week of August 28, 2023

  • Continued water main installation between Amsterdam and Summit
  • Begin scheduling for water service replacements in middle of September 2023

 

Work Anticipated Week of September 4, 2023 (Labor Day)

  • No work on Labor Day
  • Continued water main installation and potentially tie-in one segment
  • Possibly begin preparing for water service installations

Work Completed this Past Week:

  • Traffic control signs and barricades were installed
  • Asphalt Pavement was removed
  • Concrete curb and gutter was removed
  • Driveways have been removed between the curb and sidewalk
  • Materials and equipment were delivered to the site

 

Work Anticipated Week of August 21, 2023

  • Additional removals will take place including sidewalk
  • Begin installation of water main pipe

 

Work Anticipated Week of August 28, 2023

  • Continued installation of water main pipe
  • Gather information for scheduling water service replacements

As other projects are getting finished in Muskegon Heights, another project will get started on 7th Street between Oakwood and Summit.

Traffic control signs will show up on Monday, August 14, 2023.

Work will begin on Wednesday, August 16, 2023 with the milling of pavement and the removal of hard surfaces on 7th Street between Oakwood and Summit, on Summit between 7th Street and 6th Street and on Amsterdam between Highland and 7th Street.

The water main, storm drainage, and roadway improvements are completed on 8th Street between Oakwood and Summit in Muskegon Heights. All roads are open to traffic as of this afternoon!

Highlights of this portion of the project include:

  • Over 2,150’ of new water main pipe installed
  • Over 2,400’ of new water service pipe installed to over 50 properties
  • Roughly 700’ of new storm sewer pipe installed
  • New concrete curb and gutter throughout the project on 8th Street between Summit and Oakwood and on Rotterdam between 8th & 9th Streets
  • New concrete approaches to driveways
  • Repaired numerous locations of broken sidewalk and replaced sidewalks where water services were replaced
  • Installed and upgraded all sidewalk crosswalk ramps to be compliant with Americans with Disabilities Act (ADA) Guidelines

 

Over the next week, the Contractor will retrieve all of the traffic control cones, barrels, signs, barricades and make sure all the roads are fully opened.  All the areas have been backfilled, topsoiled and seeded.  We know it is very dry and there is little to no rain in the foreseeable forecast.  Please help out by watering these areas to ensure the grass grows in before the weeds do and this will help prevent the soil from washing into the new storm drains.  The Contractor will likely continue to use the SE corner of Rotterdam and 8th Street for storing materials until the 7th Street project.

Thank you all for your patience and support on this project!  We will return in August to rebuild Seventh Street between Oakwood and Summit as well as Amsterdam between Highland and Sixth and Summit between Seventh and Sixth.  This work will go until November 2023.

Work Completed to This Past Week:

  • Topsoil restoration began.
  • First layer of asphalt was placed.
  • Began adjusting the manhole covers and water valve boxes to the new final elevation.
  • Permanent signs installed.
  • Work will continue on Saturday, June 3, 2023.

 

Work Anticipated Week of June 5, 2023:

  • Finish raising the manhole castings and valve covers.
  • Finish placing top soil – place see and mulch.
  • Place final layer of asphalt – Tentatively scheduled for Tuesday, June 6, 2023 – This should be the last item of work except for some cleanup and punchlist work.

 

Crews will then leave the area to work on other jobs and return the week of July to begin removals on 7th Street between Oakwood and Summit, as well as Amsterdam between Highland and 6th and Summit between 7th & 6th. That work will continue into the fall.

 

Work Completed to This Past Week:

  • All concrete work is complete
  • Gravel road base is placed, spread, and compacted to the correct height
  • Landscape restoration has begun

 

Work Anticipated Week of May 29, 2023

  • No work will take place on Monday, May 29, 2023 due to Memorial Day Holiday
  • Continue with restoration with backfill between sidewalk and curb with new topsoil
  • First course of asphalt is scheduled for placement on Wednesday, May 31, 2023, weather permitting
  • Manholes and valve covers will be raised for the final course on Thursday.
  • Sign replacements
  • Finish restoration on Friday and Saturday, June 3

 

Work Anticipated Week of June 5, 2023

  • Final course of asphalt is scheduled for Monday , June 5, 2023 – weather permitting. This should be the last thing to do on this job.

 

Work on 8th Street and Rotterdam is still on schedule to be complete the first week of June 2023.

At this time, there is no parking allowed on 8th Street between Oakwood and Summit or on Rotterdam between 8th & 9th Streets.

Garbage and mail should continue as scheduled. Please be aware of construction equipment and workers when moving through the site. Let’s try to keep everyone safe!

Please do NOT drive across the fresh concrete for at LEAST 5 days after it is poured to allow the concrete to cure, strengthen and harden properly. You can walk on the concrete in a few hours after it is poured, but we need to wait several days before allowing vehicles on it or it will get prematurely damaged.

 

Work Completed to This Past Week:

  • All concrete curb and gutter completed (by end of day today)
  • All sidewalk concrete completed (except for ramps at intersections)
  • All concrete driveway approaches completed
  • Road base gravel placed and spread and is being compacted in place

 

Work Anticipated Week of May 22, 2023

  • Finish pouring concrete at the sidewalk ramps at the intersections
  • Finish grading the road gravel and compacting it in preparation for the first layer of asphalt
  • Begin restoration with top soil in lawn areas around the sidewalks
  • Possibly get the first course of asphalt down later in the week

 

Work Anticipated Week of May 29, 2023 – Week of Memorial Day

  • No work of course on Monday, May 29, 2023
  • If 1st course of asphalt is done, then the manholes and valve boxes will be cut out and raised for the final elevation of asphalt
  • If not, the 1st course of asphalt will be placed and then the structures raised with new manhole covers
  • Restoration – Topsoil, signage, etc.
  • Final course of asphalt and punchlist

 

Work on 8th Street and Rotterdam is still on schedule to be complete the first week of June 2023.

At this time, there is no parking allowed on 8th Street between Oakwood and Summit or on Rotterdam between 8th & 9th Streets.

Work Completed to This Past Week:

  • All road base gravel has been placed on 8th Street and has been graded.
  • Remaining sidewalk sections to be removed have been completed and prepared for pouring. Roughly all the walk is done on the east side of 8th Street.  About half is done now on the west side.
  • A lot of sidewalk was repoured with new concrete.
  • Poured driveway sections behind the sidewalk.
  • Set string and grades for new concrete curb and gutter. ***PLEASE BE CAREFUL AND PROTECT THESE STRINGS!!!***

 

Work Anticipated Week of May 15, 2023

  • Pour new concrete curb and gutter – This will be difficult because it will require NO ACCESS to driveways for several days after the concrete is poured.  You may walk on the concrete within a few hours, but driving on it within the first 5 days will risk breaking the concrete.
  • Pour crosswalk ramps and finish and sidewalk not done this week.
  • Concrete Driveway approaches will begin to be poured.
  • Possibly start fine grading the road base gravel to prepare it for asphalt.
  • Preparing Rotterdam and 9th Street intersection for road base gravel.

 

Work Anticipated Week of May 22, 2023

  • Fine Grading the road base gravel.
  • Asphalt – likely just the first layer.
  • Restoration – Topsoil, signage, etc.
 

Work Completed to This Past Week:

  • All water main and water service work was completed with the final tie-ins at 8th & Oakwood and 8th & Summit – THANK YOU For your patience!
  • All storm drainage work has been completed
  • Road building crews are now in town and they are removing material to rebuild a quality road with 8-inches of compacted road gravel

 

Work Anticipated Week of May 8, 2023

  • Finish grading, placing road gravel and compacting and shaping it in place
  • Begin concrete curb and gutter installation – This will be difficult because it will require NO ACCESS to driveways for several days after the concrete is poured.  You may walk on the concrete within a few hours, but driving on it within the first 5 days will risk breaking the concrete.
  • Concrete Driveway approaches will begin to be  poured
  • Concrete sidewalk will be poured along with crosswalk ramps

 

Work Anticipated Week of May 15, 2023

  • Finish any remaining concrete
  • Grading the pavement for the first course of asphalt
  • Begin restoration with backfilling behind concrete curb and gutter, behind sidewalks, etc.

Work Completed to This Past Week:

Crews focused on finishing replacing water service lines between the new water main to the homes.

Water mains were tied into the existing water system at 9th & Rotterdam with new valve and a new fire hydrant.

Work Anticipated Week of May 1, 2023

***Water main connections at 8th and Summit on Monday, May 1 – This will involve a disruption of water service for approximately 6-8 hours for all homes on Summit Avenue between 9th Street and 5th Street as well as all homes on 6th Street between Oakwood and Summit and on 7th Street between Rotterdam and Summit that day.***

***Water main connections at 8th and Oakwood on Tuesday, May 2 – This will involve a disruption of water service for approximately 6-8 hours for all homes on Oakwood Avenue between 8th Street and 6th Street as well as all homes on 8th Street between Oakwood and Norton and on 7th Street between Oakwood and Norton that day.***

 

These are the final planned water outages with this phase of the work.

  • Remaining storm drainage work will be replaced.
  • Road will be cut to sand grade for the proper amount or road gravel base material to be delivered, spread and compacted in place in preparation for concrete curb and gutter and driveway approach construction the week of May 8.
