City of Muskegon Heights - Water Supply System Improvements

Important Information

The work will involve installing new drinking water mains, valves, hydrants and water service pipes from the street to inside the home. It will also involve drainage improvements and full removal and replacement of the pavement, curb and gutter on the following streets and blocks:

  • 7th Street, Oakwood to Summit
  • 8th Street, Oakwood to Summit
  • Rotterdam, 9th to 8th Street
  • Amsterdam, Highland to 6th Street
  • Summit, 7th to 6th Street

 

Work on 8th Street between Oakwood and Summit and on Rotterdam between 9th and 8th Street will continue until Memorial Day Weekend.  New pavement on 8th and Rotterdam is scheduled to be installed in May 2023.  Additional work will continue on 7th Street between Oakwood and Summit and on Amsterdam between Highland and 6th Street later in the summer and is currently scheduled to begin the week of July 24, 2023 and will continue until early November, 2023.

Roads will be closed to thru traffic, but open to residents. Garbage pickup will be done on your normally scheduled day. Mail delivery should not be affected. Some limited access to driveways will take place with new concrete curb and driveway approach installation to allow for concrete to cure.

Total Project Budget: $4.46 Million (Legal, Design, Inspection, Construction)

Construction Budget: $3.65 Million

Water Service Replacements

To connect new water main to existing water mains, temporary water shutdowns will be required. We will provide advance notice prior to shutdowns, and shutdowns will be as short as possible.

Existing water service lines (the connection to your home) within the project will be replaced. If the material of the water service has a lead gooseneck or galvanized steel, the entire water service will be replaced — from the water main in the street all the way to inside the home — at NO COST TO THE RESIDENT.

We are seeking contact information for scheduling these water services in a very tight time frame. Failure to allow access inside the home to replace the water service into the home will jeopardize the ability for the City of Muskegon Heights to continue providing water service to the home or property.

After Your Water Service is Replaced: Water Service Flushing Recommendations

Customers adjacent to the construction area may have their water service interrupted temporarily while the Contractor replaces their service. The Contractor will coordinate with each customer prior to interrupting service.

Work Completed to This Past Week:

  • Crews primarily focused on replacing water service lines this week between the new water main to the homes.
  • New water service stubs were installed in preparation for indoor plumbing connections next week.
  • There is work planned for Saturday, April 22, 2023.

 

Work Anticipated Week of April 24, 2023:

  • Another construction crew will be added to double the efficiency so more water services can be completed. The goal is to replace all remaining water services to the new main before next Thursday, April 27, 2023.
  • Water main connections at 9th and Rotterdam on Wednesday, April 26 – This will involve a disruption of water service for approximately 6-8 hours for all homes on 9th Street between Oakwood and Summit that day.
  • Assuming water service replacements go well, the final tie-ins will take place on Thursday, April 27, 2023 at 8th & Summit AND at 8th & Oakwood. This will involve a disruption of water service for approximately 6-8 hours for all homes on 8th Street between Norton and Summit, on Summit between 9th and 6th and on 7th Street between Rotterdam and Norton. 
  • Remaining storm drainage work will be worked on as well.

 

Note on water service replacements:

This work will be done by a subcontractor, DHE Plumbing.  Please expect them to contact all residents on 8th Street between Oakwood and Summit to schedule the water service replacement all the way INTO the home.  We need to get them all done in about 2 weeks to keep the project moving forward.  Specific instructions will be provided to affected residents.  See also the website link below for expectations before and AFTER the replacement.

 

Work Anticipated Week of May 1, 2023:

  • If the weather does not cooperate or the crews are not able to complete all the water service replacements or water main connections, that work will take place.
  • Otherwise, starting May 1, crews will begin cutting the road down to what is known as ‘sand grade’ which means this is when they will cut it down to place the road base gravel and begin rebuilding the roads!
  • This will take the remainder of May with placement of road gravel, concrete curb and gutter, concrete driveway approaches, asphalt, manhole adjustments and then the final course of asphalt and restoration.

Work Completed to This Past Week:

Water main was tied in at 8th & Oakwood to the west, connecting the new water main to the existing system. The old water main is still live until all the services are replaced.

Storm drainage pipes and structures were installed to roughly Rotterdam. About 90% of this system is now complete.

New water service pipes were installed in the public right of way between Summit and Rotterdam – no connections yet to existing water services.

 

Work Anticipated Week of April 17, 2023:

  • Private side water services will be replaced and connected to the new water services installed.
  • Completion of the storm drainage system.
  • Starting to work on rebuilding the road after all the water services are replaced.
  • Additional water system tie-ins may occur at 9th and Rotterdam or again at 8th & Oakwood (connecting to south and east mains.)
  • Affected residents will be notified ahead of time.

Work on 8th Street and Rotterdam is still on schedule to be complete before June 2023.

At this time, there is no parking allowed on 8th Street between Oakwood and Summit or on Rotterdam between 8th & 9th Streets.

Garbage and mail should continue as scheduled. Please be aware of construction equipment and workers when moving through the site. Let’s try to keep everyone safe!

 

Last week was another productive week and a lot will be happening over the next week.

 

Work Completed to This Past Week:

  • New water main was tested and no leaks were found
  • New water main was cleaned, sampled and tested and was found safe to connect to the existing water system
  • A new valve was installed at 6th & Oakwood
  • Storm drainage pipes and structures were installed in the intersection of 8th & Oakwood
  • New storm drainage pipes were installed in 8th Street from Oakwood to roughly 400 feet north towards Amsterdam

 

Work Anticipated Week of April 10, 2023

Monday, the new water main in 8th Street will be connected to the existing water system. This will take approximately 4-5 hours.  Affected residents have been notified.

Once this tie-in is complete at 8th & Oakwood (to the west water main), water services will begin to be replaced from the old water main to the new water main. This work will be done by a subcontractor, DHE Plumbing. Please expect them to contact all residents on 8th Street between Oakwood and Summit to schedule the water service replacement all the way INTO the home. We need to get them all done in about two weeks to keep the project moving forward. Specific instructions will be provided to affected residents. See also the light blue box below for expectations before and AFTER the replacement.

Storm drainage pipes will continue to be installed in 8th Street to Rotterdam as all the water services are replaced.

Additional tie-ins may occur later in the week at 9th & Rotterdam which would affect all residents on 9th Street between Summit and Oakwood. Again, residents will be notified ahead of time.

Work Completed to This Past Week

  • Water main pipe should be completed by the end of the day today.
  • Nearly 2,000 feet of new pipe was installed in the last 2 weeks!
  • The new water main will be leak tested tomorrow.
  • A lot of background work was done in preparation for upcoming work to minimize the impacts to the water system as much as possible.

 

There is no work planned for Saturday, April 1, 2023.  Not Joking!

 

Work Anticipated Week of April 3, 2023

Disinfection of the new pipe will take place and samples will be done to make sure the new pipe is safe to tie into the existing water system.

New storm drainage pipes will be installed from Oakwood north to Rotterdam.  This includes new catch basin structures.

A new valve will be installed at the intersection of 6th & Oakwood – Please be careful around the crews in this area.  This work is scheduled for Tuesday, April 4.  The road will be removed at the NE corner of the intersection and will be restored with gravel.  Paving operations will take place later this summer with the 2nd phase on 7th Street.  Workers will need to excavate here again later, so this is why it will not be paved with 8th Street this spring.

 

Work Anticipated Week of April 10, 2023

The first water system interruption will occur to connect the new water main to the existing water system.  This will take approximately 4-5 hours.  Affected residents will be notified next week.  Depending on the valves working there will be a minimum of 80 residents affected with this shut down.  If existing valves do not work, the disruption could affect over 200 residents in the neighborhood.  We are working to minimize this as much as possible.  Future disruptions (there will be up to 3 more later) will likely be longer in the 8-9 hour range.

Once this tie-in is complete at 8th & Oakwood (to the west water main), water services will begin to be replaced from the old water main to the new water main.  This work will be done by a subcontractor, DHE Plumbing.  Please expect them to contact all residents on 8th Street between Oakwood and Summit to schedule the water service replacement all the way INTO the home.  We need to get them all done in about 2 weeks to keep the project moving forward.  Specific instructions will be provided to affected residents.  See also the website link below for expectations before and AFTER the replacement.

Work Completed to This Past Week:

The contractor took Friday off this week for a company wide safety training.

Water main pipe was installed from Oakwood to Rotterdam – roughly 1,100’ of pipe in 4 days which was great progress.

Hydrant branches were also installed with the water main.

City crews worked to find existing water main valves to isolate in preparation of connecting the new water main to the system.

There is no work planned for tomorrow, Saturday, March 25, 2023.  However, Saturday work may be required in the future.

Work Anticipated Week of March 27, 2023:

Water main installation will continue with pipe being installed between Rotterdam and Summit and in Rotterdam between 8th and 9th Streets.

The new water main will be filled with water and pressure tested.

Disinfection of the new pipe will take place and samples will be done to make sure the new pipe is safe to tie into the existing water system.

City crews will continue to find and operate existing water main valves to ensure connection to the new water main will go smooth

Consumers Energy is on scene today to replace a utility pole at the northwest corner of 8th & Oakwood with a new mast arm LED street light.  The span wire street light over the intersection and the corresponding utility pole at the southeast corner of 8th & Oakwood will be removed.

Work Anticipated Week of April 3, 2023

Spring Break – For Schools, but not for our Contractor!

Upon passing all necessary tests, the new water main will be connected to the existing water main system.  This may require temporary water shut downs for a few hours for water customers between Oakwood and Norton.  Upon completion, if discolored water is encountered, please flush your cold water in a bath tub until it turns clear.

Water service replacements will begin between the homes and the new water main.

Storm sewer will begin to be installed in 8th Street from Oakwood to the north after services are removed from the existing water main.

 

Once all water services are tied over to the new water main, another water main shut down will occur to tie-in the other end of the water main near Rotterdam and 9th and at Summit and 8th Street.

Work Completed to This Past Week:

We did get some snow cover on Monday which delayed the project about a day.  However, the contractor began removing pavement on Wednesday, March 15 and all the asphalt has been removed from 8th Street between Oakwood and Summit and on Rotterdam between 8th and 9th Streets.  Concrete curb and gutter and driveway approaches were removed.  The road has been graded and driveways restored with gravel.  Equipment and materials have been delivered to the site.  Existing utilities have been located, marked and staked.

There is no work planned for tomorrow, Saturday, March 18, 2023.  However, Saturday work may be required in the future.

 

Work Anticipated Week of March 20, 2023:

Water main installation will begin.  Work will begin at Oakwood and move towards Summit.  This will likely take about 2-3 weeks to complete just the water main, valve and hydrant installations.  This is the expected work for the next 2 weeks at a minimum. The Contractor will continue to maintain access to local homes, but through traffic will likely be interrupted.

Work on 8th Street and Rotterdam is still on schedule to be complete before June 2023.

 

At this time, there is no parking allowed on 8th Street between Oakwood and Summit or on Rotterdam between 8th & 9th Streets.

Garbage and mail should continue as scheduled.  Please be aware of construction equipment and workers when moving through the site.  Let’s try to keep everyone safe!

Design on this project began back in 2015/16 and funding has now been secured and approved and we are very excited to move forward!

Work Completed to Date:

Surveying, Engineering, Design, Drafting, Bidding and Tree Removal

 

Reminder: major construction will begin this week, Monday, March 13, 2023.

  • This work includes the replacement of water main and water services from the street to the home as well as storm drainage improvements and full roadway reconstruction on 8th Street between Oakwood and Summit Streets.  Water main will be installed and the road resurfaced on Rotterdam between 9th & 8th Streets.
  • This is Phase 1 of work that also includes 7th Street between Oakwood and Summit, Summit between 7th & 6th Streets and Amsterdam between Highland and 6th Streets.  That work will take place later this summer.

 

Mail and garbage will be handled on their normally scheduled days.  It is a good idea to place a large piece of tape on your garbage bin and write your address on it.  The contractor will assist to make sure garbage is picked up.  Access will be maintained for emergency vehicles and for local access to homes.  However, you might not be able to go through the entire job site due to equipment and construction progress.

Work on 8th Street and Rotterdam should be completed around Memorial Day 2023.

Current Schedule

Starting the Week of March 13, 2023:

  • Traffic control signage and barricades will be installed.
  • The asphalt on 8th Street between Oakwood and Summit will be removed. This includes a portion across Summit at the 8th Street intersection (south) leg. Traffic will be allowed to pass through after the pavement is removed, but will be encouraged to go around taking 9th Street or 5th Street north to Broadway and vice-versa back to Summit depending on the direction of travel.
  • Concrete curb and gutter and driveway approaches will be removed in select locations along 8th Street between Oakwood and Summit.
  • Water main installation will begin later in the week.

 

Week of March 20, 2023:

  • Water main installation will continue.
  • Some water main will be tested for eventual connection and replacement of water services to begin later in the week of April 3, 2023 or the week of April 10.
